Τα κράτη της Κεντρικής και Ανατολικής Ευρώπης αντιμετωπίζουν συνεχή και σοβαρά προβλήματα σε σχέση με την αμυντική μεταρρύθμιση. Όταν θα γίνουν μέλη του ΝΑΤΟ, τα διλήμματά τους αναφορικά με την εθνική άμυνα ολοένα και περισσότερο θα αποτελέσουν τμήμα των ευρύτερων αμυντικών δυνατοτήτων και των προβλημάτων που αντιμετωπίζει η Συμμαχία ως σύνολο σε σχέση με το μοίρασμα των βαρών. Η σχετική φτώχεια των κρατών της Κεντρικής και Ανατολικής Ευρώπης, μαζί με τα πολυάριθμα κοινωνικά και οικονομικά προβλήματα που αντιμετωπίζουν, οδηγεί στο συμπέρασμα ότι, ακόμη και αν γίνουν αυξήσεις στους αμυντικούς προϋπολογισμούς, οι διαθέσιμοι πόροι για τις ένοπλες δυνάμεις θα παραμείνουν περιορισμένοι. Και ενώ υπάρχει ευρεία πολιτική υποστήριξη προς τις Ηνωμένες Πολιτείες στον πόλεμο εναντίον της τρομοκρατίας, η απουσία άμεσων απειλών προς τα κράτη αυτά μας κάνουν να πιστεύουμε ότι είναι απίθανο να δούμε στο μέλλον πιο δραματικές αυξήσεις στις αμυντικές δαπάνες. Οι κυβερνήσεις της Κεντρικής και Ανατολικής Ευρώπης αντιμετωπίζουν το δύσκολο έργο να διευθετήσουν τους περιορισμένους πόρους που διαθέτουν για την άμυνα, με βάση τις δεσμεύσεις τους να συμμετάσχουν στις διεθνείς επιχειρήσεις υποστήριξης της ειρήνης, τη μειούμενη επιχειρησιακή αποτελεσματικότητα του μεγαλυτέρου μέρους των ενόπλων τους δυνάμεων και τις αποφάσεις για τις προμήθειες που έχουν αναβάλει.
