In seeking to resolve trade disputes, GATT contracting parties and WTO Members have benefitted from the hard work and dedication of the Secretariat. Members regularly express appreciation during DSB meetings of the work of WTO staff members who ably and professionally serve panels and the Appellate Body. Indeed, we all owe a debt of gratitude to them and to the Directors that have guided them, most of whom are with us today. Chapeau to Hielke, Åke, Frieder, Bill, Pieter Jan, and Bruce. We also have in this room many past members of the staff of the Legal Affairs Division, some who have travelled long distances to be present at this reunion. May I say to them, welcome home. Finally, let me salute the current members of the Legal Affairs Division, who, under the able leadership of Valerie, have always shown remarkable dedication and professionalism. Without them, "the unsung heroes of the disputes", the WTO dispute settlement mechanism would not continue to enjoy the outstanding reputation that it does.

C'est simplement celle ci: qu'est ce qui comblerait le vide laissé par l'échec d'une négociation multilatérale de la dimension et de l'importance du Cycle du développement de Doha? Je ne dis pas que n'importe quel accord vaut mieux que pas d'accord du tout.

This Report could not come at a better time in the context of what we are striving to achieve here in the WTO. The Doha negotiations are in a decisive phase. We should be clear. What Members achieve together next week will be judged as an indicator of the international community’s willingness and ability to share in the management of globalization in an effective and equitable manner. In addition to the shared benefits in prospect from a successful Doha Round — which are far from trivial in themselves — a bigger question looms. It is simply this: what will fill the void left by a broken multilateral negotiation of the dimensions and centrality of the Doha Development Round? I am not suggesting that any deal is better than no deal. But I am suggesting that on the basis of what is on the table, an inability to come to a mutually beneficial and substantive deal would be a dark signal indeed.

Además de los beneficios que el éxito de la Ronda de Doha aportaría a todos —y que en modo alguno son triviales—, empieza a cobrar importancia una pregunta más importante, que es simplemente la siguiente: ¿cómo se llenará el vacío que cause la ruptura de una negociación multilateral de las dimensiones y la importancia de la Ronda de Doha para el Desarrollo? No trato de decir que cualquier acuerdo sea preferible a la falta de acuerdo. Pero sí que, dado el actual estado de las negociaciones, la incapacidad para llegar a un acuerdo mutuamente beneficioso y sustantivo sería, sin duda, un mal síntoma.
