Die Europäische Union, welche die Bedeutung von Binnenschifffahrtsinformationsdiensten (River Information Services, RIS) für die wirtschaftliche Weiterentwicklung des Binnenschifffahrtssektors (Inland Waterway Transport, IWT) erkannt hat, verpflichtete ihre Mitgliedsstaaten zur Umsetzung der Richtlinie 2005/44/EG.
The European Union, which has recognized the importance of River Information Services (RIS) for an improved economic development of the inland waterway sector, has committed the Member States to the implementation of Directive 2005/44/EC which ensures the deployment of RIS as well as the development of new RIS services for transport logistics purposes. Accordingly, within RISING, already existing RIS services will be further exploited and new ones identified in order to guarantee a seamless 3-step IWT-based process: planning, execution, completion. These new RIS services will be created in collaboration with key players from the transport logistics sector.

The project iTL|dispo focuses on the development of a new type of disposition software for fully or partially loaded transport, likely to enter real-time operation at STUTE Logistics (AG & Co.). ISL developed this software based on a distributed multi-agent system in cooperation with ISL Applications GmbH. The core of this system consists of automatic or semi-automatic planning and steering functions, which will, among other features, strengthen cooperation between individual subsidiaries and their dispatchers. A number of functional extensions were integrated into the system, such as the targeted planning of trailer exchanges, and the determination of rest stops according to European regulations concerning driving and rest stops. This industrial project connects directly to the results from the research initiative AMATRAK undertaken during the period of 2008 to 2011.
