At its sixty-first session, the General Assembly, welcoming the endorsement by the Security Council, in its resolution 1515 (2003), of the performance-based road map to a permanent two-State solution to the Israeli-Palestinian conflict, stressed the need for the full implementation by both parties of the Agreement on Movement and Access and of the Agreed Principles for the Rafah Crossing, of 15 November 2005, to allow for the freedom of movement of the Palestinian civilian population within and into and out of the Gaza Strip; welcomed the role that the temporary international mechanism played in assisting directly the Palestinian people under the current circumstances, and encouraged interested donors to make use of the mechanism; and requested the Secretary-General to submit a report to the Assembly at its sixty-second session, through the Economic and Social Council, on the implementation of the resolution, containing an assessment of the assistance actually received by the Palestinian people, and an assessment of the needs still unmet and specific proposals for responding effectively to them (resolution 61/135).

وفي الدورة الحادية والستين، رحبت الجمعية العامة بتأييد مجلس الأمن في قراره 1515 (2003)، ‏لخريطة الطريق المستندة إلى الأداء لإيجاد حل دائم للصراع الإسرائيلي الفلسطيني على أساس ‏وجود دولتين، وأكدت ضرورة قيام الطرفين بالتنفيذ الكامل لاتفاق التنقل والعبور والمبادئ المتفق عليها فيما يتعلق ‏بمعبر رفح، المبرم في 15 تشرين الثاني/نوفمبر 2005، بغية السماح بحرية التنقل للسكان ‏المدنيين الفلسطينيين داخل قطاع غزة ومنه وإليه؛‏ ورحبت بالدور الذي تضطلع به الآلية الدولية المؤقتة في تقديم المساعدة المباشرة إلى الشعب الفلسطيني ‏في ظل الظروف الراهنة، وشجعت المانحين المهتمين على الاستفادة من هذه الآلية‏؛ وطلبت إلى الأمين العام أن يقدم إلى الجمعية العامة في دورتها الثانية والستين، عن طريق ‏المجلس الاقتصادي والاجتماعي، تقريرا عن تنفيذ ذلك القرار يتضمن تقييما للمساعدة التي تلقاها الشعب الفلسطيني فعليا وتقييما للاحتياجات التي لم تُلب بعد والمقترحات المحددة لتلبيتها على ‏نحو فعال (القرار 61/135).

Also at the same session, the General Assembly called upon the parties to the conflict to immediately resume direct peace negotiations towards the conclusion of a final peaceful settlement on the basis of relevant United Nations resolutions, especially from the Security Council, the Arab Peace Initiative, the terms of reference of the Madrid Conference and the road map (S/2003/529, annex); stressed the need for the immediate implementation of the Sharm el-Sheikh understandings; stressed also the need for the full implementation by both parties of the Agreement on Movement and Access and the Agreed Principles for the Rafah Crossing, of 15 November 2005; demanded that Israel, the occupying Power, comply with its legal obligations under international law, as mentioned in the advisory opinion of the International Court of Justice and as demanded in resolutions ES-10/13 of 21 October 2003 and ES-10/15 of 20 July 2004 and, inter alia, that it immediately cease its construction of the wall in the Occupied Palestinian Territory, including East Jerusalem; reiterated its demand for the complete cessation of all Israeli settlement activities in the Occupied Palestinian Territory, including East Jerusalem, and in the occupied Syrian Golan, and called for the full implementation of the relevant Security Council resolutions; reaffirmed its commitment to the two-State solution of Israel and Palestine, living side by side in peace and security within recognized borders, based on the pre-1967 borders; urged Member States to expedite the provision of economic, humanitarian and technical assistance to the Palestinian people and the Palestinian Authority; and requested the Secretary- General to continue his efforts with the parties concerned, and in consultation with the Security Council, towards the attainment of a peaceful settlement of the question of Palestine and the promotion of peace in the region and to submit to the Assembly at its sixty-second session a report on those efforts and on developments on the matter (resolution 61/25).

وأهابت الجمعية العامة أيضا في الدورة نفسها بالطرفين في الصراع القيام فورا باستئناف مفاوضات السلام المباشرة من أجل التوصل إلى تسوية سلمية نهائية على أساس قرارات الأمم المتحدة ذات الصلة، وبخاصة قرارات مجلس الأمن ومبادرة السلام العربية ومرجعية مؤتمر مدريد وخريطة الطريق (S/2003/529، المرفق)؛ وأكدت ضرورة التنفيذ الفوري لتفاهمات شرم الشيخ؛ وأكدت أيضا ضرورة تنفيذ الطرفين تنفيذا تاما لاتفاق التنقل والعبور والمبادئ المتفق عليها بشأن معبر رفح المؤرخ 15 تشرين الثاني/نوفمبر 2005؛ وطالبت إسرائيل، السلطة القائمة بالاحتلال، بالامتثال لالتزاماتها القانونية بموجب القانون الدولي، حسبما هو مبين في الفتـــوى التي أصدرتهــا محكمة العــــدل الدولية وحسبما هو مطلوب في القرارين دإط - 10/13 المؤرخ 21 تشرين الأول/أكتوبر 2003 و دإط - 10/15 المؤرخ 20 تموز/يوليه 2004، ومنها التوقف فورا عن تشييد الجدار في الأرض الفلسطينية المحتلة، بما في ذلك القدس الشرقية؛ وأكدت من جديد مطالبتها بالوقف الكامل لجميع أنشطة الاستيطان الإسرائيلية في الأرض الفلسطينية المحتلة، بما فيها القدس الشرقية، وفي الجولان السوري المحتل، ودعت إلى تنفيذ قرارات مجلس الأمن ذات الصلة تنفيذا كاملا؛ وأكدت من جديد التزامها، وفقا للقانون الدولي، بالحل المتمثل بوجود دولتين، إسرائيل وفلسطين، تعيشان جنبا إلى جنب في سلام وأمن داخل حدود معترف بها على أساس حدود ما قبل عام 1967؛ وحثت الدول الأعضاء على الإسراع في تقديم المساعدات الاقتصادية والإنسانية والتقنية إلى الشعب الفلسطيني والسلطة الفلسطينية؛ وطلبت إلى الأمين العام أن يواصل جهوده مع الأطراف المعنية، وبالتشاور مع مجلس الأمن، من أجل التوصل إلى تسوية سلمية لقضية فلسطين وتعزيز السلام في المنطقة، وأن يقدم إلى الجمعية في دورتها الثانية والستين تقريرا عن تلك الجهود وعن التطورات المستجدة في هذه المسألة (القرار 61/25).
