Canada cannot unilaterally say they're going to fly to Sao Paulo. They have to get permission at the other end to do that, and they're not going to get that unless the local airline also gets the right to fly into Canada.

Le Canada ne peut pas dire unilatéralement qu'il va se rendre par avion à Sao Paulo. Il doit obtenir la permission de le faire à l'autre bout et il ne l'obtiendra pas à moins que la compagnie aérienne locale n'obtienne également le droit de voler vers le Canada. Est-ce que je me trompe?
