Serait-il possible qu'un ministère, pour se dégager des contraintes de vérification du contrôleur ou du vérificateur général, donne à des firmes de communication un contrat pour faire de la représentation au nom du client qu'est le gouvernement fédéral? On sait que les firmes de communication n'ont pas de comptes à rendre au contrôleur ou au vérificateur général. Si vous voulez que je sois plus précis, je peux l'être.

Il y deux ans, quand Onex a fait son offre d'achat pour Air Canada, tout le monde a voulu savoir exactement quels étaient les lobbyistes impliqués. Air Canada embauchait des lobbyistes, Canadian Airlines également de même qu'Onex et il est certain que d'autres intérêts en ont fait autant. Mon bureau a reçu exactement deux appels téléphoniques, monsieur Manning, car tous ces renseignements pouvaient être obtenus sur l'Internet. Je crois que cela élimine le mystère. Il n'y avait aucun mystère quant au lobbyiste engagé pour défendre les intérêts de telle ou telle société.
