ご質問ありがとうございます。早期警報システムは2004年以前、スリランカにもタイにもありませんでした。Asees氏の報告にもあるように「スリランカには、2004年以前は津波の早期警報システムが存在しなかった。災害が発生した場合は、政府機関が災害を監視し早期警報を発令するが、災害の種類によって異なる政府機関にその権限が与えられていた」（強調は回答者）ものの、タイでも以下に引用した私の報告が指摘するとおり、早期警報システムはありませんでした。

The development of the Early Warning Systems (EWS) in Thailand has received an exceptional amount of attention and resources in the aftermath of the December 26, 2004 Indian Ocean tsunami disaster. A lot of emphasis has been placed upon technical and instrumental arrangements, with assistance and close cooperation with many developed countries in providing expertise and experiences(*28).

衛星を利用した国家災害早期警報システム（図5）がタイで立ち上がった。これはタイの歴史上初めての災害警報システムである。このシステムは、ラジオ局、沿岸警報タワー、携帯電話網を通じて一斉に災害警報を発信する。タイの災害予防戦略の基本要素となるのは、津波をはじめとするいろいろなタイプの災害リスクへの国民の意識を高めることである。したがって、リスクに関する知識やNDWCなどから出される警報に関する知識を広めるうえで、マスメディアの役割は大きい。タイの災害早期警報システムはインド洋に隣接する他の国の役にも立つ。過去の教訓をふまえ、タイの災害警報システムはラジオ、テレビ、携帯電話ネットワーク、（津波の危険がある地域に設置された）津波警報タワーを通じて一斉に警報を発するようになっている。
