I make more mistakes than anybody, but among some of the most shameful departments of the government, probably the most shameful performance I've seen was HRD with the CPP disability a few years ago. But more and more I have noticed better performance, even in my own local office, in the last couple of years. That's true, and I have to mention that.

All I can tell you is this, Mr. Comartin. I think this is a good piece of legislation that helps repair some of the technical glitches in the old Bill C-13, so I think it's an improvement to the system. But in answer to Mr. Ménard's question, I believe, this is not the last word on this subject, and I don't think anybody should be under any illusions about that. Just as we revised a number of times the wiretap provisions in the Criminal Code in the late eighties and early nineties when we had to respond to changes both in technology and court decisions and had to move on them, I don't think this is the last word on the subject.

What we have to see is more of that up part, which we haven't yet seen. That's the hope of what lies ahead. What we should observe when that happens is improving productivity and appreciating currency, and at that time we should say let's celebrate the appreciation of the currency as long as we're earning it, as long as we're not artificially doing it through high interest rates or not doing it by giving away the farm to foreign investment that comes in and boosts the dollar up artificially. So that's the flip side of it.

The offence was drafted with a specific and closed list of government documents covered by the offence, such as a social insurance number card and a driver's licence. The Senate was concerned that a closed list would mean that further documents created by the federal or provincial governments, which could be used for identification purposes, would not be covered. So they opened the list slightly, by allowing for inclusion of any document that is similar to the ones used. This was a small but important improvement, in my opinion.
