They wait for five years, even eight years in some cases. They come to the Nairobi visa office, and what greets them? A swimming pool. So I'm sure you have room to put a few more staff in there to assist some of these folks who are desperately trying to connect with their families in Canada. These are children, for heaven's sake.

At the same time, I think--to go back to something that was said by the other panellists earlier--there is something about the film culture that needs to be established. I look in Calgary at the success of Southeast Asian films. We have theatres that are showing two, three, and sometimes four Southeast Asian films in Calgary at any given time, on Bollywood cinema nights. So there's this kind of effective relationship that Southeast Asian Canadian populations have with that cinema that is missing from English-language cinema, and I think we need to find out what that is and how we can begin to replicate those kinds of successes, which are really local successes. I think we have to start thinking about making our film industry more local.

One thing concerns me greatly. I am a French Canadian who lives in and is a native of Ontario, and I am very disturbed when I hear some comments by my French-Canadian brothers who live in Quebec and who seem to see only the negative side of things. There are indeed difficulties and problems, and as one who is in a minority situation, I am in a good position to see them. However, the spokespersons from this community themselves are saying that progress has been made since the passing of the Official Languages Act, progress which can be measured. With the efforts of the Official Languages Commissioner and article 23 of the Charter of Rights and Freedoms, nearly all the provinces—not all—have French-language teaching institutions, something that is essential to the extension of our communities. However, our confreres choose to focus on assimilation and ignore and deny the progress. I hope that they will change their attitude one day.
