I suggest that you turn that swimming pool that is in the embassy into a place where you can process applications. It's too cold in Nairobi to swim, and the swimming pool is empty all the time anyway. You have a lot of refugee claimants, or children of families of Canadian refugee claimants here, who are desperately trying to connect with their parents, their mothers. They wait for five years, even eight years in some cases. They come to the Nairobi visa office, and what greets them? A swimming pool. So I'm sure you have room to put a few more staff in there to assist some of these folks who are desperately trying to connect with their families in Canada. These are children, for heaven's sake.

I'll tell you why I have problems with that. It just seems to be a common-sense thing to me, more than anything else. You stated, for example, that you printed off the attachment when you received it but didn't read it. All of us, and I'm sure you're no exception, receive literally dozens and perhaps sometimes hundreds of e-mails over the course of a day or two. We're living in an era of computer viruses and spam. We've all been educated—I'm sure you have, as well—not to open an attachment unless you know it's from a trustworthy source and you know what's in it. Yet you say that you opened the attachment and printed it without knowing what was in it. How can you explain that? Isn't that a bit odd?

At the same time, I think--to go back to something that was said by the other panellists earlier--there is something about the film culture that needs to be established. I look in Calgary at the success of Southeast Asian films. We have theatres that are showing two, three, and sometimes four Southeast Asian films in Calgary at any given time, on Bollywood cinema nights. So there's this kind of effective relationship that Southeast Asian Canadian populations have with that cinema that is missing from English-language cinema, and I think we need to find out what that is and how we can begin to replicate those kinds of successes, which are really local successes. I think we have to start thinking about making our film industry more local.

There are a couple of aspects. With ownership of CTV, we'll be able to, as I mentioned a few times, take the content and distribute it over the various platforms, sometimes with some niche content. I gave the example in the opening statement of the Montreal Canadiens' reality show just to Bell Mobility subscribers. What does that do? That actually gives more choice to the customer. If there is a consumer who's on the fence deciding “Do I want to choose Bell Mobility or another wireless provider?”, and this is what tips them in our favour, that's great for us.

Freight rates with the end of the Crow benefit three years ago have doubled and perhaps even tripled in places. Finally the government in late December appointed retired Supreme Court Justice Willard Estey to a grain review panel, which is supposed to have a preliminary report in May and a final report by December. Our caucus position is that there should be no more dismantling of any rail lines until the Estey report is in. We feel if we do less than that, the lines may very well be torn up and the report will be totally meaningless.

From 1987 to 1989, there was a series of protests in and around Lhasa, the capital city of Tibet. Sporadic protests happen on a regular basis everywhere in Tibet. Most of the protesters were arrested. If you shout “human rights” in the streets of Tibet, you get arrested, you go to prison, you are often tortured, and sometimes you disappear.

When you deal with the government, you can expect your dealings to be made public. But we have reached the point where, if you file 10 access to information requests, you're lucky if you get one reply. It seems that every case is an exception. Some things are said in the House of Commons. We ask questions of ministers and receive mind-boggling answers that are sometimes—I won't say the word—not a reflection of the truth. We have evidence, but we need additional evidence. This additional evidence is often contained in documents which bring together the private and public sectors, and the only issue is not always how information is managed by public servants, by the book. Therefore, the law must be changed.

One thing concerns me greatly. I am a French Canadian who lives in and is a native of Ontario, and I am very disturbed when I hear some comments by my French-Canadian brothers who live in Quebec and who seem to see only the negative side of things. There are indeed difficulties and problems, and as one who is in a minority situation, I am in a good position to see them. However, the spokespersons from this community themselves are saying that progress has been made since the passing of the Official Languages Act, progress which can be measured. With the efforts of the Official Languages Commissioner and article 23 of the Charter of Rights and Freedoms, nearly all the provinces—not all—have French-language teaching institutions, something that is essential to the extension of our communities. However, our confreres choose to focus on assimilation and ignore and deny the progress. I hope that they will change their attitude one day.
