M. Yves Rocheleau: Et à quel prix?
Mr. Yves Rocheleau: And at what price? When you talked about the section, you mentioned that a problem was caused by clay. I'd like to know where exactly this stretch of clay is to be found and what distance it covers. I'm talking about the section.

It's my understanding that there are serious concerns about the effectiveness of registries in either solving or preventing reoffending, and I emphasize the word “reoffending”. Two possible reasons for this are as follows. Registries can do little, if anything, to capture first-time offenders. The registry is about catching reoffenders. Secondly, the majority of sexual assaults occur between people who know each other--family, friends. So it is a serious question to ask whether registries in fact make society safer and at what expense.

Without an agreement, pharmacists who provide services to refugees have no way of knowing exactly which products are covered, what the level of coverage is, or the circumstances and terms under which their claims will be reimbursed. Each transaction carried out by the pharmacist therefore becomes problematic under the circumstances.

The other one is the mediator. You spoke about the mediator, and I think you've all agreed that it's important. Again, how would you see that process working and at what cost? Again, send us this, because this is why we're here. We're sitting on this committee—and Mr. Mills has been very involved—because it's an issue we care about. I don't want to sit on the standing committee and not be able to help people like you.

The two-year AIDA program encourages farmers to maintain their operation without any proactive structural changes. AIDA punishes those farmers who do change. These proactive farmers—like my husband, who has to work an off-farm job and farm at the same time—will work double shifts for only so long before they say “No more. Something has to give. Let's sell the farm.” Well, wait—who will buy, and at what price?

Ms. Dawson also stated that it was important to restore the government's ability to intervene, given that it had lost its technical capabilities. I believe the provinces still have this technical capability. What purpose does it serve to acquire this capability at the federal level and what will this entail in terms of cost? Is there some benefit to pursuing this objective instead of trying to work with the provinces which have a vision and general policies in place respecting water, like the one being developed in Quebec?

Mr. Dick Proctor: We had a group here, Mr. Chair, you'll recall--I think it was a week ago today--dealing with this from another aspect. I think the term one of them used was that farmers were “ignorant” , which was the word chosen, on the impact of canola in the sense that, yes, it had benefited, I'll concede you that, but at whose expense and at what expense? There's absolutely, as I understand it, no possibility of growing organic canola anywhere on the Prairies now because of the pervasive influence of the fact that everything else is GM canola. And so organic farmers are virtually out of that business. There's simply no way for them to have an entry point into the market because of contamination.

Mr. Darren Liebrecht: I'll tell you what happened. Anybody wanting to get involved with commercial transportation had to go in to the commercial transportation department within their own province. They had to submit what they were proposing to do as a carrier, what commodity they were proposing to haul, and how much they were proposing to haul it for. That submission was then opened to the public--“the public” meaning everybody already conducting business in the industry--who could go in, scrutinize the application, and look at what the individual was planning on charging to move freight. If his rates weren't consistent with what everybody else was charging, everybody else could oppose the licensing of that individual until he got in line with them.
