A little earlier, my colleague Ms. Zarac referred to VIA Rail. I know we can't draw any comparisons since they perhaps have fewer employees, but this is an observation we are forced to make. When the VIA representatives came to testify before the committee, a few weeks ago, their position was unequivocal: everyone hired and assigned to customer service was bilingual from the outset. I understand that they have 3,000 employees and you have 10,000, but, if they can do that, others must be able to do it as well. This definitely isn't an exception to the rule.

So quite contrary to the model Mr. Mills has described, where it'll be done in a back room, which is never the case, in the sense that regulations are always gazetted for public comment, the ministers are providing the committee with their assurance that it would be the forum for fine-tuning the regulations before the ministry does anything with them. I can't compare it to other pieces of legislation you have as a committee, but it's intended to be a very high degree of parliamentary input.

My Office is continuing to focus on youth turnout. To do this, we are conducting a study on the rate of turnout by age group in the 2004 election, using a random sample of polling divisions selected from electoral districts in every province and territory. The results of this study show that for first-time electors [18 to 21½ years old], the turnout rate was 38.7%. While this appears to be a significant increase over the rate of youth turnout at the 2000 election, which was reported to be 25%, I would caution that in light of the different methodologies employed, direct comparisons cannot be made. We will be pursuing research on participation.

Ms. Josée Dubois: I don't have the numbers for the Canada Industrial Relations Board. In terms of the cost for each complaint, we track the cost of each case. I don't have the cost for each case with me now. I can't make a comparison because I don't know what the cost is for each complaint or matter the board hears. It varies. To give you an idea, some cases, when they're dealt with, for example, on a paper basis, end up being less expensive than when you have a five-day hearing that includes translators, stenographers, and travel fees for the members. It depends on the case. Also, the more complex a case is, of course the more expensive it becomes.

There are so many services. I am originally from Quebec. Whenever we met an anglophone, we did everything we could to speak English to him or her. When we were outside Quebec and we spoke in French, we were told to speak white. There is no comparison. I am talking about Radio-Canada. I don't agree when people say that anglophones can feel the same way in Quebec. It's not the same thing at all. In Quebec, there are choices, a wide range of television channels, radio stations and other types of media, among other things. In Saskatchewan, there is Radio-Canada, Radio-Canada and Radio-Canada, and we are told about traffic in Montreal. In terms of identity, it's hard.

The government didn't actually have a set of books. For instance, a lot of the costs that were incurred in government were not solely within Transport Canada. They obtained services and support from many other government departments. However, the government did estimate just prior to the privatization that it was costing general revenues about $200 million a year to make up the difference for what was being collected from the air transportation tax, which was assigned against the air navigation costs. The government estimated that was a couple of hundred million dollars less than their costs per year.

I think Mr. Godin's recommendation—and I don't know that this takes a formal motion—that the whips meet with the Speaker on a weekly basis, or on a regular basis at least, is a very good idea. I've only had exposure to one Speaker and I can't compare him to others, but I certainly have the impression, with the greatest respect to someone who's doing a very difficult job, that there is very little control exercised by the Speaker. I haven't witnessed one person sanctioned in the six years that I've been here. So I think those meetings are important.

I wouldn't put too close an analogy on this, but the unfortunate thing is it's not all Pashtuns who are Taliban, just as it's not all Tamils who are Tamil Tigers. There's a clear division between peace-loving people in Pakistan and those who are partaking of the Taliban insurgency. So the political players inside that country are all intimately aware of the fact that there has to be more done. They are looking for greater assistance in techniques and technologies that can be employed at the border. I know that the offer that was extended in Halifax to the Prime Minister was quickly embraced, and I hope to follow up on that with him quickly, and perhaps at that time also receive further information--to get back to Ms. Black's question--about what they're doing and what progress has been made.
