Pour élaborer son premier plan officiel de vérification interne, le Commissariat a dû prendre plusieurs facteurs en considération : la nouvelle Politique de vérification interne est encore en période de transition et l’interprétation et l’orientation centrale restent à définir par le Bureau du contrôleur général (BCG); en tant que organisme qui soutient un haut fonctionnaire du Parlement, le Commissariat aux langues officielles a une certaine latitude dans l’interprétation de certains éléments de la Politique de vérification interne fédérale3, mais il n’a encore que peu d’expérience à cet égard; en tant que petit organisme, le Commissariat a des moyens limités et doit introduire la fonction de vérification interne tout en préservant l’équilibre entre ses ressources.

OCOL, in developing its first formalized Internal Audit Plan, has had to take several factors into account: the government’s new Internal Audit Policy is still in a period of transition, and interpretation and central direction is still under development by the OCG; as an organization that supports an officer of Parliament, OCOL can be flexible in its interpretation of some elements of the government’s Internal Audit Policy,3 though there has been little practical application of this to date; as a smaller organization, OCOL faces capacity challenges and must determine an appropriate balance when introducing an Internal Audit function; and the practical functioning of the new AC is still evolving, as guidance from the Office of the Comptroller General is quite recent and there is little experience to build on.
