I agree, and it's a reasonable choice for them not to want to, but in the absence of the assurances that I am talking about in my paper, there will not be the 95% approval that the Government of Canada has said it wants before going forward.

You're right; finding that balance is the essence of it. There will be from time to time regions in Afghanistan, as in other insurgency campaigns, where the balance is going to be wrong, because security issues will demand a greater use of force. The challenge is to do it as quickly as possible and get back to a balanced approach and ensure that it doesn't infect the rest of the country.

À juste titre, mon collègue Chuck Strahl a soulevé un autre problème, à savoir que si l'objectif ultime est de permettre que ce qui se fait en comité soit relayé à la population, de telle sorte que nos concitoyennes et concitoyens sachent qu'une grande partie du travail des parlementaires se fait en comité, et qu'en bout de ligne, il n'y a que les réponses des ministres qui aboutissent aux nouvelles le soir, il est bien évident que l'objectif ne sera pas atteint.

We are studying the bill, and seven organizations came to tell us what they think of the program. Five of them are opposed to the bill in its present form, including associations of university students and professors. They told us that this is a bad bill, one that heads in the wrong direction, and that the objective of helping low-income families will not be reached. Even those who agreed with the bill said that the amount was very low and would not have any impact on low-income families and that in many cases, families would not use this learning bond. They said we should rather be investing in early childhood programs to instill an interest in education in children.
