What do we think needs to be done in order to build this industry? We feel that fundamentally the federal government needs to invest more money, basically by doubling the size of the amount of money applying to the power production incentives. While we have 4,000 megawatts for wind and 1,600 megawatts for WPPI, we think that needs to be increased to cover a total of 12,000 megawatts, which would be comprised of approximately 8,500 megawatts of wind and 3,500 megawatts of non-wind sources. The megawatt amount relates to the nameplace, the capacity factors. Windmills don't run 100% of the time, they tend to run about 30% of the time. The actual amount of electricity produced is not exemplified by these numbers; it's a different number entirely.
