Do you have any solutions to propose? We certainly understand the concerns of the African ambassadors — indeed, of African civil society as a whole.

We need a great deal more of it to look at issues like the preventability of the physical and mental health toll that parents and grandparents experience when they raise children with complicated lives. Those kinds of studies are possible, but they're messy.

That brought home the fact that his movement needs to be thinking about a successor and about how to move forward without him, because he is a larger-than-life figure. He embodies his whole movement, and the people who support him identify with him particularly. That aspect is going to be difficult to transfer to another person. That level of identity, that emotional tie, and the hope that people feel in looking at him and hearing him—that's not going to be easy to transfer, but at some point it's going to be a necessary phenomenon for his movement and for his party.

These reports articulate the apprehension that exists within communities in the face of the profound changes that have taken place within the federal public service over the last few years. There is concern that these changes could have repercussions on community development and on the delivery of services in their language.

More and more, young aboriginals aim to the indigenous games as a place to show off their newly acquired skills and to show their pride in what they can do. The next games are in Winnipeg next summer and will be the largest meeting of young aboriginals in the country.

What I want to do is to find a solution to support the person coming back from a mission, or the RCMP officer or the fireman. I want to see a support system to get them through this really rough part. I do not want to desensitize people who go into the service. I want them to be completely human. I want them to have a heart. I want them to care. But I want to support them when they come back.

They're still worried about that. If you want to know if veterans who are 80 years old have any kind of trauma exposure, ask them how they're sleeping, because what's going to come out is whether or not they are tossing and turning and having nightmares. I don't want my husband at the age of 80 tossing and turning, so I have to sleep in another bed. Some of these veterans' wives sleep in separate rooms because the veterans cry out at night.

The greatest fear some have identified is the possibility of capturing too many innocent agreements. They argue we should stay with undueness because it protects those innocent agreements. We're trying to deal with this concern by having a civil track to deal with all agreements except those fixing prices or dividing up markets.

I would like to believe, Mr. Chair, that you and every other chair of any other standing committee in this place feel a great obligation to follow the procedures, practices, and protocols that have been previously established. I would not like to think that any chair would deliberately contravene accepted practices and protocols for partisan purposes. Certainly, I would not like to see any chair even engage in that discussion let alone action.

One of the problems I find my office is dealing with is that many veterans, for example World War II veterans, Korean veterans, Bosnian veterans, or Gulf War veterans, many years later are now feeling the effects of what happened to them. They go to try to make a claim to the DVA, through the various boards, and they're being turned down repeatedly because nothing on their medical file from during their time of service indicated there was a problem.

We know, however, with older adults specifically, many older adults can experience a major depressive disorder or a clinical depression without appearing sad or without necessarily feeling sad. We know that with older adults, rather than through psychological symptoms like sadness, depression, loss, etc., many will tend to experience depression through bodily symptoms like aches, pains, and those sorts of difficulties. So certainly we encourage providers who are working with older adults, who are appearing, say, in a primary care medical practice repeatedly for sort of vague symptoms, to begin asking questions about what sorts of things are going on in their lives, how they're feeling, how they're doing, and that sort of thing.

This morning, I was at an event at Ottawa City Hall because, as you probably know, this is the National Day of Housing Action. Municipalities across the country are trying to get the attention of the federal government in terms of what we need to do, because security is also about having food, about decent housing, and about not feeling threatened that you're going to be laid off from your job. People are suffering from real anxiety about that.

If these 7% are just the tip of the iceberg, it's time we collected some new data. In the questionnaire that we proposed to Human Resources and Skills Development Canada, we clearly showed that it is important to use objective and subjective measures in the case of abuse. For example, if we ask people if they feel neglected, they might say no, but for specific questions, such as whether they have received all the help they need to take a bath or go to the bathroom, they say they haven't received that help. In other words, there is a dichotomy between what people experience and what they feel. So it's important to show the objective and subjective aspects of victimization.

In my opinion, there are far fewer unilingual francophone professionals in Quebec, than unilingual anglophone professionals in the rest of Canada. Why? It is a matter of necessity. It is much more vital for francophones to learn English than it is for anglophones to learn French. I don't believe that there are 40 different explanations to that. Unless we succeed at convincing anglophones in the rest of Canada that French is necessary, they will not learn French. It is as simple as that. French is not a language that they absolutely need. After sixth grade, French is forgotten. Throughout life, one learns things when one is motivated to do so. Learning poetry is absolutely useless, except for those who feel the need to learn poetry. Therefore, people must feel the need to learn French.

Mr. Bob Evans: As pesticide bans continue to occur across Canada there's a risk that a stigma will develop about the use of these products in agricultural production. In the crop inputs industry, there are many indications that this is already happening. It's extremely frustrating for me when I see that my own customers, who know the benefit of these products, understand the testing process, and understand how they're used, are still, at some fundamental level, nervous about using them. They're exposed to this all the time, every time they go to the city, every time they turn the TV on or talk to their neighbours. They live in an environment where there's a stigma attached to using these products.

I'm expressing on behalf of those first nations the incredible frustration that's out there. I'm sure you hear of it, but it really is something that I feel as well. It's holding back these first nations. It's holding back development in communities. For example, in my hometown of Meadow Lake, much of the development in the community should be taking place on land that is right now under negotiation for a specific claim. This should be something that's being used to benefit the first nations. This very valuable land is where the development in the community should be taking place. Instead, it's happening out in an area that isn't a natural area for the development.

As one would expect, governments and business are focused on the North American markets, but recent trade disputes have certainly taught that diversification makes good business sense. The attractions of doing business in Asia-Pacific haven't reached enough Canadians. Some still feel burned by the Asian flu, others looked at the size of the markets such as China, expecting immediate returns on investment, unprepared to settle in for the long haul.

Mr. White, we expect the CEO of the Canadian Wheat Board to be its number one champion, to be its defender, not some saboteur. Believe me, these have been some of the allegations made, or some of the feelings.

You mentioned the baby boom. I have just returned from a mission to Ethiopia where I saw that small steps can result in major changes in terms of the health, not only of mothers, but children as well. As you know, our prime minister has just been appointed joint chair of the UN Committee on Maternal and Child Health. Do you think that Francophone women in the Yukon have the sense that maternal health is a priority?

Mr. Ian Bennie: They have to report it directly to management, and with the existing attitudes, actions do not necessarily take place based on the way the employees feel.

I'm asking these questions not because I want to be argumentative or be a problem for you, but I want to express some of the frustrations that all of us want to overcome because we all want to be environmentally sound in our decisions. We all do.

However, the problem is that once patients are obese, it's a whole different equation. These patients feel anguish over losing their weight. We see them in consultation. They are exercising aggressively. They're trying portion control. They yo-yo back and forth among multiple diets.

A regional approach from a U.S. perspective may mean militarization, for example. I think it's important to recognize the countries in the region are feeling the impacts differently and have very different relationships with Colombia.

These entrepreneurs are suddenly feeling pressure from China and are wondering what to do. In that sense, you have to have a strategy for investing in new technology, in innovation. For the government, the idea is also to help entrepreneurs seize new business opportunities in these markets.

Let's come back to the fact that there is a lack of demand for innovation. Are companies too comfortable? As far as I'm concerned, if we do not innovate, we will regress. If that happens, our competitors will eat us alive. So what exactly is going on?

Support to the families of deployed sailors, soldiers, and aviators have improved significantly in the past few years. The programs are effective in reducing the uncertainty faced by loved ones at home and in providing essential assistance in crisis situations while remaining cost effective.
