12. La situation sur le terrain reste encore fluide. Le 24 décembre 2013, les autorités du Soudan du Sud ont annoncé la reprise de la ville de Bor par les forces gouvernementales. Pour leur part, les partisans de l’ancien Vice-Président Riek Machar ont déclaré avoir pris Malakal capitale de l’Etat du Haut-Nil, d’où provient la plus grande partie de la production de pétrole du Soudan du Sud.
12. The situation on the ground remains very volatile. On 24 December 2013, the South Sudanese authorities announced the recapture of the key town of Bor by Government forces. On their part, the forces loyal to former Vice-President Riek Machar claimed to have seized Malakal, the capital city of the Upper Nile state, which produces most of South Sudan's oil. However, the South Sudan authorities are claiming that the elements loyal to former Vice-President Riek Machar were no longer in control of Malakal.

11. La situation sécuritaire en Somalie s'est considérablement améliorée dans les zones récupérées à ce jour, mais elle reste encore fragile et les acquis peuvent être inversés s’ils ne sont pas consolidés.
11. The security situation in Somalia has significantly improved in those areas recovered to date, but it is still fragile and the gains can be reversed if not consolidated. The main risks are the absence of effective government institutions that are capable of delivering state services and managing inter-clan conflict. This is exacerbated by Al Shabaab exploiting the situation, as well as by piracy, banditry and lawlessness.

Bien que chassé des principaux centres urbains somaliens, Al-Shabaab reste encore capable de mener des attaques contre le Gouvernement fédéral de la Somalie, les populations civiles, les organisations internationales et l’AMISOM, ainsi que d’étendre sa campagne de terreur au-delà des frontières somaliennes, dans d'autres pays de la région.
12. In East Africa, Al Shabaab continues to represent the main terrorist threat, particularly in Somalia and Kenya. Although driven out of key Somali cities, Al-Shabaab still retains the capacity to launch attacks against the Federal Government of Somalia (FGS), civilians, international organizations and AMISOM, as well as the ability to expand its terror campaign beyond the Somali borders, into other countries in the region. All of the troops contributing countries (TCCs), which include Kenya, Uganda, Burundi, Djibouti, Ethiopia, and Sierra Leone, have been threatened with attacks by al-Shabaab, with Kenya bearing the brunt of most of the attacks so far carried out. Under Ahmed Godane’s leadership, Al-Shabaab’s aspirations have widened and the group has been seeking to further expand its relationships with transnational terrorist groups.

Bien que la Somalie continue de progresser sur cette voie, beaucoup reste encore à faire. Les Ainés traditionnels et le Comité de sélection technique doivent achever la tâche importante et urgente de sélection et de désignation des autres membres du Parlement.
As Somalia continues on this path of progress, further work needs to be done. The Traditional Elders and the Technical Selection Committee must complete the important and urgent task of vetting and appointing the remaining members of Parliament.

Toutefois, beaucoup reste encore à faire pour renforcer davantage le partenariat, ainsi qu’en témoignent certains des défis mentionnés plus haut, tant en termes de consultations avant la prise de décisions, de compréhension commune des enjeux de l’heure, ainsi qu’en termes de cohérence dans le soutien aux efforts fournis par l’Afrique.
22. However, more needs to be done to further enhance the partnership, as demonstrated by some of the challenges highlighted above, both in terms of consultations prior to decision making, shared understanding of the issues at hand, and consistency and support to African-led efforts. If the UN and the AU are to successfully address the peace and security challenges confronting the continent, it is critical that they reach greater political coherence.

La situation sécuritaire au nord du Mali reste encore fragile, marquée notamment par la multiplication des attaques contre l’armée malienne et les forces internationales présentes sur place. C’est dans ce contexte que les pays contributeurs de troupes à la MINUSMA se sont réunis à la Niamey, le 5 novembre 2014, avec la participation de la Commission, pour faire des recommandations sur les modalités de renforcement de la Mission.
150. The security situation in northern Mali is still fragile, marked as it is by the increased attacks against the Malian army and the international forces present there. It is in this context that the Troop Contributing Countries to the MINUSMA met in Niamey, on 5 November 2014, with the participation of the Commission, to make recommendations on the modalities to strengthen the Mission. The Commission is closely following-up these recommendations. Furthermore, the Commission is working on the implementation of the AU Strategy for the Sahel Region, adopted by the PSC on 11 August 2014. This Strategy focuses on governance, security and development.

Les situations que connaissent les parties nord du Mali et est de la RDC, avec les conséquences régionales qui en résultent, les défis rencontrés en RCA, en Guinée Bissau, dans les relations entre l’Éthiopie et l’Érythrée et dans la question du Sahara occidental, ainsi que la tâche complexe de la consolidation de la paix là où elle a été réalisée, sont autant d’éléments qui illustrent la longueur du chemin qui reste encore à parcourir pour atteindre l’objectif d’un continent débarrassé du fléau des conflits.
168. Although during the period under review, some progress has been madein the quest for peace, thanks to Africa’s efforts and the support received from partners within the international community, the continent continues, nonetheless, to face daunting challenges in the area of peace and security. The situations in northern Mali and eastern DRC, with their attendant regional consequences, the challenges in CAR, Guinea Bissau, the relations between Sudan and South Sudan, Somalia, the long-standing deadlocks in the peace process between Ethiopia and Eritrea and in the situation in Western Sahara, and the complex task of consolidating peace where it has been achieved, are all indicative of the long journey that Africa has yet to complete to achieve the objective of a conflict-free continent.

The AUHIP has taken on the role of facilitating the work of the JPSM, a bilateral mechanism established by the Parties to address all security concerns in the border area and those affecting the security of either state. In February, the JPSM adopted a Memorandum of Understanding (MoU) on Non?aggression and Cooperation, and agreed to the immediate activation of the Border Verification and Monitoring Mission, supported by the UN Interim Security Force for Abyei (UNISFA), to work with the Parties’ monitors along the common border. These are important steps. The Chairperson of the Commission calls on both Parties to seize the opportunity of the next JPSM meeting to ensure that the commitments made are implemented fully and expeditiously.

Bien qu’un long chemin reste encore à parcourir en vue de la mise en œuvre de toutes les dispositions de la Feuille de route et malgré le risque de réversibilité du processus de sortie de crise du fait des nombreux défis susmentionnés, il importe que les efforts des autorités de la Transition de Madagascar, qui ont permis la réalisation des progrès susmentionnés, soient encouragés par la communauté internationale.A cet égard, la levée des sanctions imposées à 109 personnalités politiques malgaches devrait être envisagée.

Although the road ahead for the implementation of all the provisions of the Roadmap is still long, and in spite of the risk of reversal of the gains made owing to the numerous challenges mentioned above, the efforts of the Malagasy transitional authorities, which made it possible to record some progress, should be encouraged by the international community. In this regard, the lifting of sanctions imposed on 109 Malagasy political personalities should be considered. Similarly, an appeal should be made to the members of the international community for the continuation of their assistance to the electoral process and the gradual resumption of their economic and financial support to Madagascar. The Commission intends to organize, as quickly as possible, a meeting of the International Contact Group on Madagascar to enhance the coordination of the action of the international community and mobilize the necessary support for the successful conclusion of the process to end the crisis in Madagascar.

En effet, en dépit des progrès significatifs réalisés dans la promotion de la paix et de la sécurité, un long chemin reste encore à parcourir pour traduire dans les faits notre aspiration d’une Afrique débarrassée du fléau des conflits.
One of the most significant developments in Africa in the last decade has been the establishment of an institutional and normative architecture namely, the African Peace and Security Architecture (APSA) aimed at giving the AU the necessary capacity to anticipate and prevent conflicts, as well as facilitate their resolution. The full operationalization of this architecture is a necessary precondition for the achievement of our political vision of a Continent living at peace with itself and the rest of the world; a Continent whose one billion sons and daughters are free from fear and need.

L’incapacité de l’UA à intervenir au Mali à la mi-janvier 2013, pour faire face à l’offensive lancée par les groupes terroristes et criminels contre les positions de l’armée malienne, est révélatrice de la longueur du chemin qui reste encore à parcourir.
11. In view of the foregoing, the celebration of the fiftieth anniversary of the OAU-AU offers an ideal opportunity to give a new impetus to the continent’s peace efforts and provide the necessary orientations for the phase ahead. The task is huge, but the priorities are clear. From the acceleration of efforts towards the full operationalization of the APSA to the enhancement of the continent’s ownership and leadership of peace efforts, to a greater dedication to conflict prevention, particularly through the implementation of the numerous commitments made by Member States in the area of governance, human rights and democracy, and enhanced solidarity with African countries emerging from conflict, the urgency is undeniable. An effective response requires a strong political will and an unflinching commitment. Much as the duty of the OAU Founding Fathers was to complete the liberation of the continent, that of the current generation of African leaders is, to end the scourge of conflicts and respond to demands for democracy, which is the necessary condition for lasting peace.
