If it is, in effect, true that the government has the power to spend, it is also true that the government can spend nothing unless authorized by Parliament. It's up to Parliament to allocate the budgetary envelopes to the government and it's up to the government to spend them. But we shouldn't lose sight of the fact that Parliament is the authority that allocates budgetary envelopes to the government.
