Ottawa is unique among Canadian cities because its boundary takes in an urban area surrounded by a large and varied countryside. Prime agricultural lands touch the city’s suburbs and spread in all directions in broad plains, interspersed with wetland and forests and a fragment of Canadian Shield. But it is the rivers and waterways that are the hallmarks of Ottawa. Located at the juncture of the Ottawa River and the Rideau River and Canal, Ottawa and its history, economy and culture have been shaped by these waterways.

Weighing these three principles and considering the public feedback lead to a range of options for wards in the City of Ottawa that vary from 2 new wards to 5 new wards. Several options are presented, all of which meet the three guiding principles. The main variability is in the size and number of wards in the fast growing suburban areas. All options contain a minimum of three new suburban wards. One option reduces the number of rural wards from 5 to 4. All options maintain 12 urban wards inside the Greenbelt.

The options presented for Cumberland all showed Cumberland as a completely rural ward with its suburban area attached to suburban wards in the Ottawa East Suburban Area. As noted above in Section 5.3, the residents of Cumberland support, strongly, keeping the rural and suburban parts of Cumberland together. The recommendation respects this request, but adds a cautionary note for Council to review the situation for the 2012 election to ensure that the rural residents of Cumberland continue to be effectively represented.

Two options were presented for the rural area of Ottawa. One option retains the 5 rural wards and another has 4 rural wards. In all the options, the rural areas of the three suburban wards (Kanata, Bell-South Nepean and Gloucester-Southgate) are added to adjacent rural wards. Also, the options remove the suburban areas that are presently contained in West Carleton, Goulbourn and Cumberland and move them to suburban wards. Through this re-alignment of rural and suburban areas, more effective representation is achieved, especially for the rural community.

The first level in the hierarchy recognizes the major communities of interest. In Ottawa there are three - rural, suburban and urban. They are used as the main building blocks for a ward system that delivers effective representation. These terms - urban, suburban and rural - apply to geographic areas in the City. The "urban area" contains both the city centre and older, more stable suburban areas. The "suburban area" defines the fast growing suburban communities on Ottawa's outer edge. The "rural area" refers to a mixture of farmland, open space, villages and low-density development beyond the Urban Growth Boundary.

The suburban municipalities also had plans and strategies to create networks of green spaces. In these rapidly growing communities, planners, politicians and community leaders sought to protect elements of the natural landscape as suburban development proceeded. Each municipality used various means to protect natural areas and to provide parks, sports fields and quiet places for community residents. Each also sought to expand traditional parks and open space lands by innovative means, for example, by designing naturalistic storm water management ponds such as the Monahan Drain constructed wetland that not only enhances water quality, but also provides habitats for urban wildlife and opportunities for leisure. Transportation and utility corridors such as West Hunt Club Road and the abandoned rail corridor have been designed to include recreational pathways to link communities and support cycling.

One of the guiding principles of the Ottawa Ward Boundary Review is to recognize the rural areas as a major community of interest. The rural community is defined as the area lying outside the Urban Growth Boundary and the Greenbelt. The rural area is primarily found in the wards of West Carleton (Ward 5), Goulbourn (Ward 6), Rideau (Ward 21), Osgoode (Ward 20) and Cumberland (Ward 19). However, portions of Kanata (Ward 4), Bell-South Nepean (Ward 3) and Gloucester-Southgate (Ward 10) are also rural. The rural portions of all these wards are part of the rural community of interest.

The Options Report contained an option to combine the rural portions of Goulbourn and Rideau (Ward 21). This area was also enlarged by including rural portions of Bell-South Nepean and Kanata. The public in the rural area prefer to retain rural Goulbourn as a separate ward and keep 5 rural wards in the City. However, they realize that combining these wards makes their population larger. There is strong support for keeping rural wards rural and not including suburban areas.
