While police consolidation has occurred in Canada in the context of the creation of regional governing bodies for large municipalities and contiguous suburban and rural areas, there have been few police consolidations involving First Nation police services.

In applying the principle of effective representation, and recognizing the three major communities, some general changes and realignments are suggested in the Options Report. All of the Greenbelt is attached to urban wards, all of the fast growing suburban areas are grouped and all rural lands outside the Urban Growth Boundary are moved to rural wards.

Varying growth patterns of specific age groups in regions will also require different government responses. While the number of children in Ontario is projected to grow overall through to 2030, many regions are projected to see declines in this age group. This means that school enrolment will rise in some regions and fall in others.

Rural Québec generates 20% of the province’s GDP and overall is gaining population and jobs. Nevertheless, regional disparities remain, with some suburban and intermediate areas attracting residents and business while predominantly rural areas lose them.

The 1970s-hope that IT would allow massive substitution of physical exchange for information exchange did not materialise. E-mail and phone communication, goods transportation and face- to-face contacts, business and leisure trips are all on the rise. Cities may be considered service or knowledge cities, but they are nevertheless faced with growing mobility, with an unlimited appetite for transport infrastructure and a need for better traffic management, as space for transportation in most inner city areas cannot be increased. More effective modes of mobility will be necessary for the survival of cities and for the quality of urban life for city dwellers.

To classify Edmonton as "solely" urban and the surrounding municipalities as "solely" suburban is, in the Commission's view, inappropriate. The City of Edmonton itself has both inner city and suburban areas with distinctive growth patterns and issues (Edmonton Population and Employment Forecast Allocation Study, 2000–2025, Summary Report, November 2001). In other words, there are both "urban" and "suburban" interests within any urban region. To the extent that any distinction between urban and suburban is relevant, the Edmonton Region boundaries place the "suburban" parts of Edmonton with the "suburban" municipalities in the Edmonton Region.

You've probably noted in many of your communities that you now are seeing local poverty studies, and different patterns are emerging. What's interesting, it's important to note, is that while it's highest in urban areas in Canada, the composition of poverty in individual communities is very local. You have cities such as Toronto, for instance, where you are beginning to see the emergence of the suburbanization of poverty. Poverty is now becoming concentrated in the inner suburbs of Toronto. Then you have cities like Saint John, New Brunswick, for instance, where they have a very deprived inner city core and so forth. In Vancouver the dynamics of poverty changed substantially through the 1990s, and you're beginning to see enclaves; for instance, the cities of Richmond and Coquitlam, which historically used to have fairly low poverty rates, actually have much higher rates of poverty because of the concentration of new immigrants.
