Les technologies de l'information et de la communication sont indispensables pour une mobilité durable et fluide, à la fois dans les zones urbaines et rurales. Des normes européennes relatives à des systèmes de transport intelligents devraient être adoptées dans un avenir proche afin d'éviter une hausse des coûts en raison de l'incompatibilité des systèmes nationaux et un effet retardateur sur l'innovation au niveau national.

Information and communication technologies are crucial to a sustainable and seamless mobility, both in urban and rural areas. 3. The conference Bridging the Broadband Gap organised by the European Commission in 2007 underlined, that the strategic use of ICT can support regional and local development and infrastructure, overcome geographical obstacles, and make less-developed regions, rural and remote areas more attractive to business and individuals alike. The conclusions of the conference emphasised the "fundamental belief in the importance of ICT to the local economic and social development, as well as to improving life quality and redress the balance between urban and rural areas".

Tout aussi important pour nos villes et régions est le besoin de prendre en compte l'impact territorial des politiques comunautaires; j'entends par là l'impact combiné de toutes ces politiques (économie, transports, social, environnement...) sur chaque région, chaque province ou municipalitité. Dans le même ordre d'idée, la future politique de cohésion devra se pencher plus sur les liens entre zones urbaines et rurales.

Indeed, the funding of the cohesion policy should be included in a broader debate on the future EU budget lest it cannot achieve its aims. Equally important for our towns and regions is the need to take into account the territorial impact of EU policies; by this we mean: what is the combined impact of all these separate policies (economy, transport, social, environment...) in each region, each province or municipality? Similarly, the future cohesion policy must focus more on the link between urban and rural areas. Urban and rural areas are more and more linked to each other in terms of transport, employment and environment to name but a few. In fact the cohesion policy should seek to strengthen the cohesion between rural and urban Europe!

 CEMR insists on the need for coherency between the future White Paper on EU transport policy and both the reviewed Lisbon strategy for growth and jobs and the revised EU sustainable development strategy, both to be published in 2010. The White Paper should also be in line with the objectives of the EU climate and energy package and the future international agreement on climate.  We emphasize the necessary territorial dimension of the future White paper. Transport plays a key role to ensure the competitiveness of the economy of urban and rural areas and is also a relevant tool to foster social inclusion. We therefore suggest that social and territorial cohesion should be better reflected in the policy objectives of the EU transport policy.
