I've been co-chair of the resident killer whale recovery team on the west coast since 2005, and I've worked on recovery strategies for six other marine mammals in Canada and one in the U.S. I also serve as an adjunct professor of zoology at UBC.

The Chairman: Thank you, Dr. Carl Walters, Professor of Fisheries and Zoology, University of British Columbia. Dr. Walters, we'll get back to you in a moment with questions from committee members. You mentioned Dr. Ransom Myers. We have Dr. Myers appearing before this committee on Tuesday of next week.

There is no shortage of high-potential examples. An increasing degree of joint management, area by area, could make court action unnecessary. The aboriginal procurement policy could be used to contract for services. Training programs and career planning could prepare our young people for positions ranging from construction to game biologists.

Mr. John Cummins: It is on the same line. That's why I want to go with it. It's not just me saying that Dr. Peterson's work.... Dr. Peterson is a cattle geneticist. The fish guys are telling me this. Dr. Eric Taylor, professor of zoology at UBC, said the most misleading part of Peterson's work is the suggestion that genetic interaction between wild and farmed fish might enhance wild fish. He said the real problem is the reverse: the genetic interaction between wild and farmed fish undermines the fitness of the wild stock, creating what he termed “an outbreeding depression”.

Of other animal species, invertebrates are not covered. However, as I explained to the Department of Justice, their nervous system is exposed and they are therefore covered under our program because they are used in research institutions. This explanation was interpreted internally by Justice Canada as meaning that animals could feel pain. If you were to contact the Canadian Society of Zoologists and initiate a debate as to which invertebrates feel pain and which ones do not, you're likely to be engaged in a very lengthy discussion. Indeed this is a scientific debate the nature of which changes as time passes and new facts are uncovered.

My background is zoology and chemistry going back a number of years ago, back to my university days. I know this about furans and PCBs, that as organic compounds they are very resistant to breaking down in the environment under normal environmental conditions. But we know that what will break them down is high temperature. I think the problem you have, whether it's in Belledune or also, in discussions that other people want to mention, related to the tar ponds, is that the people themselves are intrinsically suspicious. They're confusing solutions with problems, because you're dealing with the same terrible names of compounds there that nobody really wants in their neighbourhood. So we've got NIMBY going on in a big way.

As you know, my name is Myron Roth. I'm a fish biologist and have worked in the field of aquaculture for over 20 years. I have a B.Sc. in zoology from the University of British Columbia and a Ph.D. from the University of Sterling in Scotland, where I studied the control of sea lice on salmon farms. My areas of expertise include salmon production systems and biotechnology, fish pathology, and the development, evaluation, and regulation of veterinary drugs, vaccines, and pesticides used in aquaculture. Through my work, which has included positions with a salmon farming company in Canada and an international pharmaceutical company and the Government of British Columbia, I have direct experience working with the salmon aquaculture industries on both coasts of Canada and in Scotland, Norway, Ireland, and Chile.
