Depending on the sector to be regulated, the framework would require reporting of timely, accurate and relevant traceability information to databases maintained by industry-led administrators (e.g. Canadian Cattle Identification Agency) and would have strong provisions to ensure the protection of private and confidential business information. It would also allow for the sharing of traceability information among authorized stakeholders for intended uses. Beyond being a tool to manage animal and related human health and food safety issues, traceability could provide tangible benefits to industry through reduced economic impacts of animal health emergencies, and could play a role to help maintain existing domestic and international markets, and gain new ones.

Coccidiosis is recognized as the major parasitic disease of poultry and is caused by the apicomplexan protozoan Eimeria. In the past, conventional disease control strategies have depended mainly on anticoccidial drugs and, to a certain extent, live vaccines. Anticoccidial drugs have played a major role in the effective control of avian coccidiosis, but, their extensive use has resulted in the emergence of drug resistant coccidian strains. In such situations, new drugs should be available to replace the older ones against which resistance has developed, however it takes a long time to develop any new compounds. Because of the high cost of developing new drugs and vaccines, development of drug resistance and concerns over drug residues associated with the continuous use of these chemicals, there is a renewed interest in the use of botanicals for safe, effective and cheap control of avian coccidiosis. Several poultry scientists all over the world are now actively engaged in research into the use of plants and plant derived products to fight and reduce the heavy economic losses in poultry industry caused by coccidiosis. This paper reviews the research on botanicals, herbal complexes and commercially available botanical products having anticoccidial properties against avian coccidiosis. Information regarding active compounds, doses and mechanism of action of plants provided in this paper may serve as a guideline for the use of botanical anticoccidial agents as a part of integrated control strategies for the effective control of resistant coccidian parasites.

In 2005, Ontario passed regulations forbidding the sale or possession of live Asian carps, along with other fish species such as snakeheads and gobies. Other provinces have also banned the possession or importation of live Asian carps.

This suggests that major challenges are likely to be faced in establishing common regionwide SPS requirements as the basis for intra-regional trade in livestock. There is a danger that the bar is either set too high, thereby blocking trade, or too low, thereby undermining a nation’s international animal disease status. Institutional capacity constraints, however, appear to limit the scope for more nuanced, risk assessment-based SPS requirements.

As the Auditor General mentioned, we have to adopt a risk management approach because it's impossible, frankly, whether it is a plant pest issue, an animal health issue, or even a food safety issue, to have zero risk. We need to look at the greatest area of risk.

Import protocols exist for traditional food and pet animals from Canada which include but are not limited to bovine, porcine, poultry, equine, ratites, and other domesticated ruminants. However, a Veterinary Quarantine Clearance (VQC) which serves as an import permit needs to be secured first from the Bureau of Animal Industry.

As noted in Section 3.2, the Varroa mite is a parasite that can infest and destroy entire honeybee colonies. The importation of European honeybees from countries other than New Zealand, Australia, and the State of Hawaii have in the past resulted in varroa mite infestations. To help control and limit (i.e., mitigate) the spread of this parasite, the Canadian government has put in place strict importation protocols and requirements for the import of honeybees. Another mitigative measure is that all bees being imported into Canada undergo mandatory inspections at the Canadian border (see discussion in Section 3.2) to ensure that mites are not brought into the country. Current importation practices for European honeybees serve to control the spread of disease.
