Although a portion of the Shediac Valley is closed to groundfish fisheries, the closure is renewed on a yearly basis by the Department. Furthermore, the closure does not protect the site from other potential activities. A Marine Protected Area designation would ensure longer term protection from a wide variety of human activities. The Shediac Valley Area is a candidate Health of the Oceans Marine Protected Area (MPA), which would provide comprehensive and long-term management and protection for this area rich in biodiversity.

Establishing marine protected areas (MPAs) within the context of integrated oceans management provides a mechanism for taking into account stakeholder input as well as broader ecological, social, cultural and economic considerations. It also provides an opportunity to reinforce conservation measures with complementary management regimes implemented in surrounding areas, including linkages with broader ecosystem objectives, as well as land-based initiatives such as habitat protection and enhancement, pollution control, land use controls and the establishment of coastal terrestrial parks. This approach of nesting MPAs within broader planning initiatives helps maintain the integrity and long-term viability of the MPA and maximize the conservation effectiveness of all MPA planning processes.

The Manicouagan Peninsula is located on the North Shore of the St. Lawrence Estuary, immediately west of the city of Baie-Comeau. The proposed Marine Protected Area (MPA) includes the coastal area surrounding the Manicouagan Peninsula extending from the Manicouagan river south-westerly to the Betsiamites river. The area extends southward into the Laurentian Channel (to the 300 m isobath) and covers about 700 km2.

The proposed MPA also includes salt marshes which are known to be amongst the most productive habitats on the planet. The area is also rich in eelgrass beds, aquatic plants that colonize sandy tidal flats and which serve as shelter, food source and breeding ground for many marine species. Sand flats in the area harbour the largest clam beds in Quebec and also provide rest and whelping areas for a colony of harbour seals, the only species of seals to reside in the St. Lawrence Estuary year-round.

The MPA designation process will include public input to determine the costs and benefits of MPA designation. The AOI will undergo a detailed biophysical and socio-economic evaluation and public consultations before a decision is made to formally designate it as a Marine Protected Area. Open, inclusive consultation will improve understanding of the designation process and clarify the roles and opportunities to participate for all sectors. Consultation with First Nations, stakeholders, industry and interested groups will also provide opportunities to contribute to the evaluation and analysis of impacts of MPA designation, establishment of appropriate conservation and management objectives, and development of the regulatory package.

The MPA regulations prohibit the disturbance, damage, destruction or removal of any living marine organism or habitat within the Gully. The MPA contains three management zones, each providing varying levels of protection based on conservation objectives and ecological sensitivities. An ecosystem approach has been applied in the design of the MPA wherein human activities are assessed against the ecosystem features being protected in the Gully. The regulations also control human activities in areas around the Gully that could cause harmful effects within the MPA boundary.
