We are concerned that Fisheries and Oceans Canada national MPA policies don't include any minimum protection standards. These policies must be reviewed to incorporate the prohibition on the activities I've just listed.

There's been a lot of confusion, I've noticed today, between Parks Canada's effort, Environment Canada's effort, and DFO's effort towards marine conservation. So this should emphasize the need for DFO to coordinate and lead an MPA strategy for the Atlantic coast.

Members of the committee, the development of a marine protected area program under the Oceans Act is another example of where we are moving forward proactively while at the same time consulting. MPAs will form a key part of integrated ocean management in Canada. They are designed to address the needs of a particular ecosystem while meeting the objectives of resource users and broader community interests. I have named five pilot MPAs in the last year, with others to follow. These will be complemented by further important initiatives such as the development of an ocean management strategy for Canada.

There are a couple of things you have to know about protected areas. The approach we're advocating is not to talk—arbitrarily, in a sort of top-down approach—about putting lines on a map and saying, “fishermen out”. We're talking about, for example, the model that's being undertaken in the eastern Scotian Shelf. That was a DFO-led process, and it came out of the Gully MPA, as you know.

Si les fonctionnaires du ministère des Pêches et des Océans ont le mandat de tout coordonner au plan national, je crois qu'on peut leur demander de nous fournir une liste de toutes les zones qui ont été créées, qu'il s'agisse des ZPM ou des ZIP—il y en a de toutes sortes—, y compris celles des parcs marins qui avaient fait l'objet d'un projet de loi déposé en Chambre par Mme Copps, dont je ne sais plus s'il avait été adopté.

If the officials at the Department of Fisheries and Oceans have been given the mandate to coordinate the entire national plan, I think that we can ask them to provide us with a list of all the zones that have been established, whether they be MPAs or PIZs—there are all kinds of zones—including marine parks that were dealt with in a bill tabled in the House by Ms. Copps. I can't remember whether in fact this bill was actually passed, and I find it funny that it was introduced by the Department of Canadian Heritage.

Fisheries and Oceans Canada also has an important role in a number of MPA initiatives in British Columbia. Two of these, Gwaii Haanas and the southern Strait of Georgia, are being led by Parks Canada. We are also encouraging the provincial government to increase the protection afforded to their more than 100 marine parks and ecological reserves. We hope Fisheries and Oceans Canada will work cooperatively on that process.

Another thing is, I've been studying MPA development for about eight months since I've been here in Nova Scotia, and I have never learned more than I have tonight about the DFO initiative. So I'd like to emphasize the importance of communicating the initiative towards marine conservation to the public, academics, and NGOs, who are working to essentially attain the same goal.

As far as the MPA process goes—and I just looked this up on the Fisheries website the other day—the process is really a four-step process. First, you identify the area of interest, and then you do a series of assessments. You then develop regulations, and then you designate the area if it meets the criteria from the previous steps. How can you possibly identify the area of interest if you don't know what it looks like? That's just a case in point.
