Madam Venne, with regard to the sunset clause proposal, the Barreau du Quebec is in agreement. The proposal with regard to a distinct act constitutes an additional mechanism, but it could very well be added on to the sunset clause. The Barreau agrees with the proposals made in this regard.

Welcome. I can't tell you how much we appreciate your view on this. We as a committee had a moment at the last session where a light bulb went off, because our first witnesses on this subject tended to be much like you, Ms. Goulden. They appreciated the standardization and looked to it as one simple way of providing extra access, etc. In the next session we had two francophone witnesses who were involved in the teaching of French Braille, who saw significant problems trying to teach it, trying to maintain it, in our school systems in particular.

That was very effective as a restraint on spending. Looking forward, however, it's pretty clear that we do need some longer-term framework. I won't even mention the federal situation. There's been talk of adding up the wish lists and seeing how massive the total gets, but I'll cite the examples of Ontario and Alberta, which have been two of the more fiscally aggressive provinces over the last few years. They now have spending demands that are out all over the place. They're way over what their original spending targets were, and they're clearly going to do that again. Without even poking any fingers in any federal eyes, I'd say that's just a reality of governing.

I think the government thought it had found a way of avoiding a land force commitment to an Iraq war by opting for the Afghanistan commitment. I think it was a mistake to do that, in part because I think the Afghanistan commitment is going to be exceedingly messy in the first place. That's point one. Point two is that we are sending more troops than we can sustain.

Regionals started off, really, as independents, until such time as both airlines, Air Canada and Canadian, thought ownership was a way of building that relationship, building that market. As you said, you carry an awful lot of their traffic that will go on to other places, both domestically and nationally, but you also bring their people back to their homes. That's why regional services to the communities are absolutely essential if we are to think about the consumer in this whole equation.

What we've done is we've made an offer of assistance in terms of how the financing is put together. We've got 11 kilometres in Ontario. We've got I think a little more than a kilometre to the I-75. It's quite a complex interchange. What we've done is we've said that we're prepared to work with MDOT on the financing of it and that money would be further recouped by taxpayers. It was out-of-the-box type of thinking. We want to see the project go forward. As you know, we are a very labour-intensive organization that remains committed to providing quality benefits to all of our employees. The actual costs of these benefits, however, are constantly rising. In the past two years alone, the combination of increasing health costs and the declining real rate of return have added over $150 million of costs. We have made some progress in this area. For example, we have reached an agreement on benefits that has seen our employees assume some of the responsibility for these costs.
