Mr. David Skinner: I've always said I've seen light at the end of the tunnel, but it's a pinhole, and it doesn't seem to be getting any bigger. That was why one of the things I was mentioning was that legislative renewal went through a multi-year consultation phase. A lot of these questions have been raised, and we just can't seem to get on with it. There's always something else that takes a bigger priority.

Je félicite le ministre de l'esprit d'initiative qu'il démontre en procédant à de telles consultations, mais je constate qu'il s'agit d'une pratique entièrement discrétionnaire. Il me semble important que cette étape de consultation soit officiellement incorporée au processus de nomination des juges, pour s'assurer de la poursuite de cette pratique.

The Honourable Irwin Cotler indicated, during his appearance, that he usually consults with the Chief Justice of the court that has the vacancy, to get a better understanding of the needs of that court. I congratulate the minister for the initiative shown in holding such consultations, but note that this practice is entirely discretionary. I believe that this consultation process should be formally incorporated into the judicial appointment process, to ensure that this practice continues.

Il a débuté par l'examen législatif. Pour ce qui est de l'immigration des gens d'affaires, nous en sommes encore à l'étape de consultation avec les provinces. Nous sommes très conscients des compétences linguistiques de la population actuelle et nous avons reçu beaucoup de mémoires des collectivités du Canada au sujet de l'impact de la langue.

Mr. Don Myatt: I can comment broadly that the minister's current review of the immigration legislation and new selection criteria is in process. It was begun by the legislative review. In business immigration, we are still consulting with our provinces. We are very aware of the levels of language education in the current population, and we have been receiving many submissions from the communities in Canada about the impact of language. No decisions have been made yet on the potential selection grids for business immigrants.
