In August 2002, the Minister of International Trade announced that Canada and the Andean Community had agreed to begin exploratory discussions towards an FTA. As a part of the exploratory discussions, the Minister launched extensive domestic consultations with business, citizen-based organizations and individual Canadians, as well as with the provincial and territorial governments, to obtain advice and views on priorities, objectives and concerns to help define the possible scope of this initiative.

En août 2002, le ministre du Commerce international a annoncé que le Canada et les pays andins avaient convenu d’entreprendre des discussions exploratoires en vue d’un ALE. Dans le cadre de ces discussions, le ministre lancé de vastes consultations nationales auprès d’entreprises, d’organismes regroupant des particuliers et du grand public canadiens, ainsi qu’auprès des gouvernements provinciaux et territoriaux, afin d’obtenir sur les priorités, les objectifs et les préoccupations, leurs conseils et leur opinion, qui contribueront à définir la portée possible de cette initiative.Les consultations indiquaient un appui général à l’égard d’un ALE.
