Mae'r materion hyn yn flaenoriaeth i'r gynghrair oherwydd y trosglwyddo sy'n mynd rhagddo ar hyn o bryd i'r Credyd Cynhwysol o chwe budd-dal arall, yn cynnwys Budd-dal Tai a'r cap Lwfans Tai Lleol (LHA) a gyflwynir ar Fudd-dal Tai.
These issues are a priority for the coalition because of the ongoing transition to Universal Credit from six other benefits, including Housing Benefit, and the upcoming Local Housing Allowance cap on Housing Benefit. The LHA cap is predicted to cause many social housing tenants severe financial problems as, once introduced, the amount of benefit that some tenants receive will not be enough to cover their rent. The coalition is also keen to ensure that the impact of Brexit on the construction sector in Wales is highlighted and potential solutions identified at an early stage.

We were impressed at the thoughtful and organised way that the project was set up to cover a number of linked strands including a robust matching process, pre tenancy workshops and the introduction of training and employment opportunities.

Nick Bennett added: “Moneyline Wrexham customers will be offered independent money advice – regardless if they have been offered a loan or not. The ‘Your Benefits are Changing’ money advisors, a project by CHC funded by the Big Lottery and Dwr Cymru has already advised over 4,000 customers and identified thousands of pounds of unclaimed benefits. They have also helped customers reduce their water arrears over £700k via the Dwr Cymru customer assistance fund.”

“The UK Government’s decision to end the automatic entitlement to Housing Benefit for 18-21 year olds could see up to 4,100 young people affected. Housing Benefit is a lifeline for so many vulnerable young people who don’t have the option of relying on their family.

Ychydig o Saesneg oedd gan y plant i ddechrau a buont yn byw ar fudd-daliadau tra'n cael eu traed oddi tanynt. Oherwydd bod yr amgylchiadau'n anarferol, roedd y broses gais yn anodd a buont yn byw ar £90 yr wythnos o gredyd treth plant am y 6 mis cyntaf.
The children spoke little English at first and they lived on benefits whilst they were finding their feet. The rarity of the situation made the application process difficult and they lived on £90 a week child tax credit for the initial 6 months. Jemma learnt to make everything from scratch, even shampoo! It was a hard time but the safety nets afforded to them through social housing and welfare gave them enough security to start to build a life together.

“Our members will continue to support tenants, however it will also impact on them and their ability to invest in new and existing homes. In recent years, Welsh housing associations have led the way in providing much needed social housing. If their rental income is affected by this change to benefits they will undoubtedly have less money to spend.”

Mewn ymateb i £12bn o doriadau pellach i lesiant a gostwng yr uchafswm budd-daliadau ymhellach o £26,000 i £23,000, dywedodd Stuart: "Mae polisïau Llywodraeth y Deyrnas Unedig ar lesiant yn parhau i effeithio ar gymdeithasau tai Cymru a'u tenantiaid. Ni fydd rhoi uchafswm ar faint o fudd-dal tai y mae person yn ei dderbyn yn helpu gostwng y bil llesiant.
In response to a further £12bn of cuts to welfare and further reductions to the benefit cap from £26,000 to £23,000, Stuart said: “Welsh housing associations and their tenants continue to be affected by UK Government policies on welfare. Capping the amount of housing benefit a person receives will not help reduce the welfare bill. It simply targets those who can least afford it and pushes them further into poverty. Families will now face the stark choice of cutting back on essentials such as food and heating or having to move long distances away from their current communities to find a home they can afford. In many parts of Wales, families will not be able to pay high private rents because of the cap and there will be more demand than ever for affordable housing, particularly in Cardiff where the majority of the people affected by the benefit cap live.”

Although the Supporting People budget was cut by £10m in 2014/15, Community Housing Cymru and Cymorth Cymru welcomed its protection in last year’s budget and are urging Welsh Government to protect it again in the draft budget expected in October. With the UK Government’s announcement last autumn that housing benefit will be capped at the Local Housing Allowance (LHA) rate for tenants in the social housing sector, the future is worryingly uncertain. Specialist housing for vulnerable, homeless, disabled and older people has higher rent levels because it is more expensive to build and manage. CHC’s research shows that 77% of specified accommodation (including hostels for the homeless and refuges for victims of domestic abuse) currently managed by Welsh housing associations is over the current LHA rate. Many schemes would therefore not be viable if this type of accommodation is not exempt from the cap. The UK Government has conducted a review into the impact and an announcement is expected in the coming weeks. With this level of uncertainty already existing across the UK, the campaign organisers are urging the Welsh Government to provide some certainty and to protect the SP funding stream for a programme that is clearly working.

Stuart Ropke, Chief Executive of Community Housing Cymru, said: “Welfare reform is already having a disproportionate effect on Welsh tenants, and we must ensure that our new MPs are fully aware of the impact that these changes are having across Welsh communities. There are more tenants in rent arrears than ever before with the introduction of Universal Credit, and delays in payments are leading to an increase in hardship. In addition, when the Local Housing Allowance cap on Housing Benefit comes into effect in April 2019, we foresee many people being unable to pay their rent if changes are not made to reflect the reality of Welsh rent levels.”

The cap will come into effect in 2019, a year later than previously expected. It will affect all tenants claiming Universal Credit and anyone on Housing Benefit who took on a new or re-let tenancy from 1 April, 2016.

Community Housing Cymru (CHC), the organisation which represents housing associations in Wales, has criticised the decision to limit the money tens of thousands of tenants get to help pay their rent. It follows the announcement by the UK Government to cap housing benefit for social housing tenants at Local Housing Allowance (LHA) rates.
