1.21 The entitlement for medically released former members of the CF and RCMP lasts for two years. In addition to reporting annually, in 2011-2012, the PSC introduced a new methodology for tracking these persons through the priority system. To make an exact comparison of appointment rates, the number of persons registered within a given fiscal year, referred to here as a “cohort,” is tracked over the course of their two-year entitlement. This approach allows the PSC to better understand both the priority person’s experience in the priority system and the rate of appointment and use of this entitlement over time.

In 2011-2012, the PSC worked with the Canada Revenue Agency, the RCMP and National Defence (ND) to upload six standardized organizational exams (e.g. Canadian Forces Aptitude and RCMP Police Officer Recruitment Test, used for general recruitment and the Canada Revenue Agency Writing Skills Test in English or French). By extending its e-testing capacity to organizational standardized exams, the PSC contributes to eliminating the need for organizations to duplicate testing infrastructure and helps them reduce their ongoing costs for testing by avoiding printing and inventory controls required for on-site exams.

1.26 Spousal priority – In 2007-2008, the PSC conducted analyses and consultations on a priority entitlement for external appointments of spouses of members of the Canadian Forces, the Royal Canadian Mounted Police (RCMP) and public service employees whose death was attributable to service or work. As the proposal was found to be feasible, practical and in the best interests of the public service, the PSC is drafting a regulatory priority entitlement for external appointments for surviving spouses. This priority is especially timely as it will also now apply to spouses of reservists whose death has resulted from service to the country.

4.26 Priorité accordée aux conjoints − En novembre 2005, les intervenants ont eu des discussions afin de déterminer s’il fallait modifier la LEFP pour favoriser la nomination des conjoints des membres des FC, de la GRC et des fonctionnaires dont le décès est attribuable au service.
4.26 Spousal priority − In November 2005, stakeholders discussed whether the PSEA should be amended to facilitate the appointment of spouses of members of the CF, the RCMP and public service employees whose death was attributable to service. During 2006-2007, further analysis and consultations with the Human Resources Council, the National Staffing Council and the Public Service Commission Advisory Council indicated that a priority entitlement for appointment was feasible, practical and in the best interest of the public service. In 2008, the PSC will establish a regulatory priority entitlement for surviving spouses who qualify for appointment to advertised external positions. This will also apply to spouses of Reservists whose death resulted from service to the country.
