On the first day, the presentations and the panel discussion that followed were on the topic of the "Dilemma of the regulators", and revealed common challenges: growing complexity, the empty product pipelines, the difficult economic background, or the so-called "efficacy-effectiveness gap" with regard to authorisation requirements and the Health Technology Assessment (HTA).

Les présentations ainsi que la discussion plénière qui a clôturé la première journée et qui avait pour thème « Le dilemme du régulateur » ont fait ressortir les mêmes défis : complexité croissante, absence de nouveaux produits dans les pipelines, contexte économique difficile ainsi qu'« écart efficacité-efficience » concernant les exigences liées à l'autorisation et l'évaluation des technologies médicales (Health Technology Assessment ; HTA). Mais plusieurs approches de solution ont été présentées, telles que l'adaptive licensing (autorisation adaptative), l'amélioration de la transparence envers les parties prenantes, la participation des patients ainsi que le renforcement de partenariats stratégiques.

Die Präsentationen und die abschliessende Podiumsdiskussion am ersten Tag zum „Dilemma des Regulators" zeigten übereinstimmende Herausforderungen: Steigende Komplexität, leere Produkt-Pipelines, schwierige wirtschaftliche Rahmenbedingungen oder der so genannte „Efficacy-Effectiveness Gap" in Bezug auf die Anforderungen an die Zulassung und das Health Technology Assessment (HTA). Lösungsansätze wie Adaptive Licensing, verbesserte Transparenz gegenüber den Stakeholdern, Beteiligung von Patientinnen und Patienten sowie die Vertiefung strategischer Partnerschaften wurden präsentiert.

Le presentazioni e la tavola rotonda conclusiva del primo giorno, dedicate al tema «Dilemma delle agenzie regolatrici», hanno mostrato le sfide comuni: la crescente complessità, la pipeline dei prodotti svuotata, le difficili condizioni quadro economiche o il cosiddetto «Efficacy-Effectiveness Gap» (ossia scarto tra l'efficacia e l'efficienza) relativo alle esigenze applicate all'omologazione e all'«Health Technology Assessment (HTA)». Sono state proposte in merito soluzioni quali l'«Adaptive Licensing», una migliore trasparenza nei confronti delle parti interessate, il coinvolgimento dei pazienti e l'intensificazione di partenariati strategici.
