Although Sir Sandford Fleming College initiated energy efficiency measures in 1995, it joined Natural Resources Canada's Energy Innovators Initiative (EII) in October 1998. The EII encourages Canadian organizations in the commercial and institutional sectors to make energy efficiency investments throughout their operations in order to lower costs and reduce GHG emissions related to energy use. The college registered its action plan with Canada's Climate Change Voluntary Challenge and Registry Inc. (VCR Inc.) in March 2000 and attained Gold Level Champion Reporter status. As of January 2001, the college has saved more than $140,000 and 1200 tonnes of carbon-dioxide-equivalent emissions. Proposed projects are continuing into 2003.

Figure 7 shows the Solomon Energy Intensity Index (EII) for participating refineries (16 refineries participated in 2001). The Solomon EII value indexes the energy efficiency of a plant using a technology explicit computer model that determines the "standard" energy efficiency of a plant by computing standard energy consumption for each technology present in the plant and the type of crude charged to these technologies. A Solomon EII value of 100 is standard. A Solomon EII plant-specific value below 100 indicates a more efficient plant, while a value above 100 indicates a less efficient plant. In this representation, we see that 6 of Canada's plants are better by up to 22% than the Canadian average while the remainder are worse.

One can use these two trends to develop an energy intensity indicator. In 1998, ÉTS embarked on an energy retrofit pilot and replication project of 68 percent of its facilities with financial assistance from the EII to increase its energy efficiency by approximately 25 percent. The pilot project was implemented at the Henri Julien building and later replicated in the Notre-Dame building, garages and residences. Over the course of the two project components, several systems received comprehensive retrofits. A centralized Metasys® building management system was installed to control building operations. In addition, the HVAC, water heater, lighting and emergency systems were integrated into the centralized system. The building management system alone helped reduce the school's energy consumption by about 10 percent and also reduced related demand charges by a similar 10 percent. Efficient T-8 lamps replaced existing lights and occupancy and motion sensors were installed in order to shut down lighting in areas unoccupied for more than 15 minutes. Variable air volume systems, installed on the ground and first floors, and upgrades to the building envelope minimized heat gain and loss. To date, the retrofits have helped to save an average of $236,213 per year.

The building audit recommends improvements to the property’s capital equipment operating and energy efficiency. The simulation study and the life-cycle costing analysis put these recommendations into a working model of the building to determine their fiscal and environmental benefits.

With assistance from the EII, GWL Realty Advisors undertook a complete lighting retrofit to cut energy use by about 14 percent at Fifth and Fifth, a prestigious 34-floor office tower in downtown Calgary. The project resulted in about $200,000 in energy savings and a reduction of 1200 tonnes of CO2 emissions.

The 879 facilities sampled covered the entire spectrum of Canadian health care, including acute and chronic care, residential facilities for seniors, assisted living and nursing homes, community health and physical rehabilitation facilities, mental health facilities and community living homes. In total, 222 (25 percent) of these questionnaires were completed and returned for analysis.

According to Mr. Peterson, Calgary Co-op invested about $230,000 on new controls and a variety of lighting and refrigeration upgrades at its Richmond Road store as part of the 2003 pilot project – an investment that should pay for itself in just three years and lead to permanent savings after that. Every dollar that Calgary Co-op can save on electricity will benefit its bottom line and, ultimately, benefit members who share any profits through annual patronage dividends.

Over the same period, total annual GHG emissions dropped 7.9 percent, from 57 065 tonnes to 52 578 tonnes. By the end of 2003, energy consumption and GHG emissions were both projected to drop by over 10 percent.

As part of the EII pilot project, low-efficiency atmospheric boilers have been replaced with mid-efficiency boilers that operate at around 86 percent efficiency. To make sure this efficiency is realized, the boiler piping has also been upgraded to a primary-secondary pumping system. With this system, a boiler loop maintains a constant flow of hot water to the boiler to prevent condensation. The temperature of the distribution water does not have to be the same as the water in the boiler loop. This means that the temperature of the water that is sent out through the building can be lower in mild weather, which saves energy and improves tenant comfort.
