Most recently, the West Edmonton Mall installed variable frequency drives (VFDs) on its major HVAC (heating, ventilating and air-conditioning) fans. It did this with assistance from the Energy Innovators Initiative (EII). As part of Natural Resources Canada's Office of Energy Efficiency, the EII works with commercial businesses and public institutions to increase energy efficiency and reduce greenhouse gas (GHG) emissions that contribute to climate change. The West Edmonton Mall has also signed up with Canada's Climate Change Voluntary Challenge and Registry Inc. (VCR Inc.), a non-profit partnership between industry and government that keeps track of reductions in GHG emissions.

In this representation, we see that 6 of Canada's plants are better by up to 22% than the Canadian average while the remainder are worse.

Although Sir Sandford Fleming College initiated energy efficiency measures in 1995, it joined Natural Resources Canada's Energy Innovators Initiative (EII) in October 1998. The EII encourages Canadian organizations in the commercial and institutional sectors to make energy efficiency investments throughout their operations in order to lower costs and reduce GHG emissions related to energy use. The college registered its action plan with Canada's Climate Change Voluntary Challenge and Registry Inc. (VCR Inc.) in March 2000 and attained Gold Level Champion Reporter status. As of January 2001, the college has saved more than $140,000 and 1200 tonnes of carbon-dioxide-equivalent emissions. Proposed projects are continuing into 2003.

Since 1998, Fairmont has implemented a variety of measures in hotel facilities across Canada. Funded in part by the EII, retrofits at the Delta Toronto Airport West (formerly known as Four Points by Sheraton Toronto Airport) and the Delta Toronto East resulted in annual savings of $200,000. Many of these savings stemmed from improvements in the lighting fixtures of the guest rooms, parking garages and boiler rooms.

Within a year of joining the EII, Famz Foods started reducing its energy use and developed an action plan with details on becoming more energy efficient. The main ingredients in its recipe for energy efficiency are upgrades to lighting; refrigeration; controls; and heating, ventilating and air conditioning (HVAC). After its plan is fully implemented, Famz Foods hopes to reduce its annual energy consumption by 20 percent, or 12 860 gigajoules (GJ). That would result in a reduction of 645 tonnes of carbon dioxide equivalent per year. This should save the company over $150,000 in energy costs annually.

One can use these two trends to develop an energy intensity indicator. However, because processes of production are quite specific to the various plants, the type of end products generated, plant operations and the petroleum crude feedstock, we provide here a specific intensity indicator as provided by Solomon Associates as a result of their analyses of plants. This indicator, called the Solomon Energy Intensity Indicator (EII), provides a more realistic reflection of refinery energy intensities.
