To make it easier to focus efforts on a smaller number of objectives, the 5th Framework Programme will be organised on the basis of six major programmes reflecting the four activities provided for in the Treaty for the implementation of the framework programmes: 3 "thematic" programmes corresponding to the first activity referred to in the Treaty; and 3 "horizontal" programmes corresponding to activities II, III and IV respectively.

Afin de faciliter la concentration des efforts sur un nombre restreint d'objectifs, le 5ème Programme-cadre est organisé en 6 grands programmes, définis en fonction des 4 actions prévues par le Traité pour la mise en oeuvre du Programme-cadre : 3 programmes "thématiques" correspondant à la première action du Traité; 3 programmes "horizontaux" correspondant, respectivement, aux actions II, III et IV du Traité. Les thèmes généraux de ces actions, et les motifs ayant conduit à les retenir pour des actions au niveau de l'Union, sont les suivants :

Um die Konzentration auf eine begrenzte Anzahl von Zielen zu erleichtern, wurde das Fünfte Rahmenprogramm in sechs große Aktionsbereiche untergliedert, die auf die vier im Vertrag genannten Maßnahmenbereiche für die Durchführung des Rahmenprogramms zurückgehen: drei "thematische" Programme, die der ersten Maßnahme des Vertrags entsprechen, drei "horizontale" Programme, die sich an die zweite, dritte und vierte Maßnahme des Vertrags anlehnen. Die allgemeinen Themen und die Beweggründe, die zu ihrer Auswahl für Maßnahmen auf Gemeinschaftsebene geführt haben, werden im folgenden erläutert:

Al fine di agevolare la concentrazione degli sforzi su un numero limitato di obiettivi, il Quinto programma quadro è diviso in sei grandi programmi, definiti in funzione delle quattro azioni previste dal Trattato per l'attuazione del programma quadro: tre programmi "tematici" corrispondenti alla prima azione del Trattato; tre programmi "orizzontali" corrispondenti, rispettivamente alla seconda, alla terza e alla quarta azione del Trattato. Qui di seguito sono illustrati i temi generali di queste azioni e i motivi che hanno portato a sceglierli per delle azioni a livello dell'Unione.
