Am 20. Juni 2014 verabschiedete die Kommission das Partnerschaftsabkommen mit Litauen und ebnete so den Weg für eine Finanzierung aus dem Europäischen Sozialfonds (ESF) in Höhe von 1,1 Milliarden EUR (nach aktuellem Marktpreis) in den kommenden sieben Jahren, u. a. zur Unterstützung der Beschäftigung junger Menschen.

Der Rat unterstreicht die Bedeutung verschiedener Formen von Bildung - von der formalen zur nichtformalen Bildung bzw. zur Erziehung zu unternehmerischem Denken und Handeln - sowie des Europäischen Pakts für die Jugend bei der Annäherung an die Problematik des Übergangs junger Menschen ins Berufsleben und ihre gesellschaftliche Eingliederung insgesamt.
The Council of youth ministers on 16 November 2007 adopted conclusions on a transversal approach to youth policy, with a view to enabling young people to fulfil their potential and participate actively in society. In the Conclusions the Council supports the Commission's view that investment in youth must start early and must follow a transversal approach. It also underlines that the structured dialogue with young people should be reinforced. The Council underlines the importance of different forms of education – from formal to non formal and entrepreneurship education - as well as the European Youth Pact in addressing young people's transitions into the labour market and integration in society in general.
Le 16 novembre 2007, le Conseil des ministres de la jeunesse a adopté des conclusions sur une approche transversale de la politique de jeunesse en vue de permettre aux jeunes de développer leur potentiel et de participer activement à la société. Dans ses conclusions, le Conseil appuie l'opinion de la Commission, d'après laquelle l'investissement dans la jeunesse doit commencer le plus tôt possible et adopter une approche transversale. Il souligne également la nécessité d'un renforcement du dialogue structuré avec les jeunes. Il met enfin en avant l'importance des différentes formes d'éducation – qu'il s'agisse d'apprentissage formel ou non formel ou encore de formation à l'entrepreneuriat – ainsi que du pacte européen pour la jeunesse pour aborder l'insertion des jeunes dans le marché du travail et leur intégration à la société en général.

In Sweden, 44% of employees in the public sector will retire by 2025 leaving a large gap that must be filled. The Competence Bridge (Kompetensbron) ESF project brings together eight municipalities from all over Sweden to address this demographic challenge. The objective is to facilitate the generational shift through competence development among young employees, using international benchmarking and networking, among other techniques. The participants believe it is vital to convey to young people what it is involved in public service because the municipalities are going to need many new recruits.
