The evaluation therefore recommends further development of the country strategy modality. Bilateral country strategies for development cooperation are mainly too narrow and the modality should be expanded to cover other development policy instruments. This is particularly important in countries in which development cooperation will be gradually replaced by commercial and economic cooperation.

According to the evaluation, the country strategy modality as a basis for planning development cooperation is a good step forward in effective development cooperation. It has helped the Ministry for Foreign Affairs especially in the monitoring of development cooperation. However, applying the country strategy modality mainly to development cooperation activities between governments is a narrow approach. The modality should cover not only bilateral cooperation but also other development policy instruments, especially in countries in which development cooperation will be replaced by commercial and economic cooperation.
