This work has taken me from the top of a mountain in the North of Kosovo to a power plant and a coal mine. However, the most interesting part of the job was meeting locals. I have had some amusing conversations with them. Sometimes there was an interpreter to help but other times I communicated with the locals using languages that I didn't even realize that I know. A person from Kosovo turned out to be open and eager to get to know foreigners, even though the might not be a common language. People were especially interested in the Finnish winter. Kosovo also gets winter but the Finnish one was seen as exotic and kind of intimidating. On the other hand, the Finnish summer seemed to surprise the Kosovars.

The Kosovo Forestry Institute in Peja has established a forestry laboratory with the support of FAO and Finland. The inauguration event was held 15th of October and the laboratory is ready to start its work. Different representatives in the event explained that the having the laboratory is valuable contribution to the development of the forestry sector. Kosovo was the only country in the Western Balkans without such a laboratory.

During the informative and thought provoking tour, the visitors got a good picture of energy production in Kosovo. The visit opened eyes to see how important it is to modernize the field of electricity production in the country.

As the development cooperation projects have been extended to the north, the Government of Finland is also promoting the Brussel's Agreement, objective of which is to normalize the relations between Kosovo and Serbia. An important part of this agreement is to bring the governance of the northern municipalities under the central administration of Kosovo. These projects are considered as a new way to foster the relations between South and North Kosovo and create new possibilities for future cooperation.

The electricity production in Kosovo is not doing very well. There are two power plants in the country; Kosova A and Kosova B. For a while now, the government has been planning to construct a new power plant in Kosovo and they still hope it to be finished in 2017. This thought is absurd as the construction of the new station has not even started yet. Also, it seems unlikely that they will build the new station so big that Kosova A can be closed after the new station is opened. Kosova A produces third of the electricity used in the country.

As there is no safe house in the North of Kosovo, the project aims at creating the grounds for the opening of a shelter in this part of the country. To mark the International Day for Elimination of Violence Against Women, Aktiv presented their publication “North Kosovo Safe House Dossier”. The dossier presented the results of the project. It also gave a general overview of the current capacity and needs of public institutions in the creation of a framework for the establishment of the safe house.

However, the discovery of graves and the identification of the victims has been a long and challenging process. Uncertainty about the fate of the missing relatives is still a reality for many families in Kosovo. Altogether, 6028 persons were reported missing after the Kosovo war. A total of 1654 persons, including 535 Serbs and other non-Albanians, have remained unaccounted for. After the conflict the turn of events has been kept in the dark, often intentionally, and the fate of the persons still missing may remain unsolved for long if not forever.

The objective of the Finnish embassy in Pristina is to foster the Finnish companies' possibilities to promote trade in the long run. This includes for example promoting and marketing the Finnish know-how in different events. With the help of the ongoing development co-operation and Twinning projects the recognizability of Finnish companies can be promoted.

The next day UN Mission in Kosovo (UNMIK) held a conference on the implementation of UN Security Council resolution 1325 - Women, Peace and Security in Kosovo. The conference focused on the civil society perspective on assessing the impact and results of the resolution. The panelists in the conference emphasized that the status of women has improved since the resolution was implemented, as an example they used the percentage of women being part of the Kosovo Police force. However, despite all the progress, the panelists noted that further work is still needed.

Partners in the project are KulturKontakt Austria as well as several Finnish experts from the education sector. Superior expertise of the network was the main reason for choosing the Finland-Austria consortium for implementing the Twinning. The Project gives excellent visibility for Finnish education expertise and new kind of knowledge for the work in Finland. Kosovo counterpart in the project is the Ministry of Education, Science and Technology (MEST). Also the University of Pristina and local education authorities are taking part in the project.

Projektin johtajan Orhan Buticin mukaan ohjelman tukiopetuksen avulla on autettu yli 800 lasta. Tällä haavaa järjestö yhdessä Kosovon opetus-, tiede- ja teknologiaministeriön kanssa suunnitelee hallinnollista määräystä, joka vakiinnuttaisi näiden koulutuskeskusten aseman.

VoRAE manages and supervises the work of 15 education centers in 10 Kosovo municipalities, where they provide children from RAE and other communities with assistance in pre-school and after school classes. The objective is to support these children in entering and remaining in public school system. According to the manager of the project, Orhan Butic, more than 800 children were assisted through after school classes. At the moment, the NGO is working closely with Kosovo Ministry of Education, Science and Technology (MEST) on a regulation which would institutionalize the education centers. If implemented and applicable, the operation and functioning of the education centers would be the MEST’s responsibility.

Epätietoisuus on kalvanut Kosovon ja Serbian välejä yli vuosikymmenen ja hidastanut yhteisöjen välistä sovittelutyötä konfliktin jälkeen. Kadonneiden kohtalon selvittämättömyys on luonut otollisen maaperän huhupuheille, epäilyksille ja osin perättömillekin syytteille ja vahingoittanut etnisten ryhmien välisiä suhteita, monien mielestä pysyvästi.

For over a decade this uncertainty has damaged the relations between Kosovo and Serbia and hampered the reconciliation process between these two sides of the conflict. Parents, siblings, spouses and children are constantly seeking their lost relatives. Families and communities, not knowing the fate of their loved ones, are not able to leave behind the past events that disrupted their lives. As the grief continues for years after the fighting ends, the mourning family members cannot move on to rehabilitation and reconciliation, either as individuals or as a community. By giving voice to the silent victims, forensic medicine can ensure that the missing persons are not forgotten but their stories will be heard. Only by bringing the perpetrators to justice the human rights can be protected in the future.

Hiili on pääosassa Kosovon sähköntuotannossa. Voimaloiden lähellä on avolouhos, jossa on käyttövalmiina 16 miljoonaa tonnia hiiltä. Vaikka hiili on Kosovossa helposti saatavilla, niin sen käyttäminen tekee lähialueista harmaan.

Coal is the most important fuel for the power plants. There is a coal mine near to the power stations where 16 million tons of coal is ready to be used. Even though coal is easy to get one's hands on, the use of it makes the scenery look grey. The town of Oblić looks lively but the presence of the power plants can be seen, smelled and felt. Especially the international donors would like to see renewable sources used in the energy production. USAID just launched a five year plan that aims to educate people working in the energy sector about cleaner ways to produce electricity.

The speakers of the launching event, Ms. Anne Meskanen, Chargée d’Affaires of the Embassy, UNDP Deputy Resident Representative Ms. Alessandra Roccasalvo, the deputy Minister of Labour and Social Welfare Ms. Rita Hajzeraj-Beqaj and Mr. Hafiz Leka, Head of the Division for Employment Policy with Ministry of Labour and Social Welfare, highlighted the importance of inclusive employment services and the skills training of the jobseekers. In her speech Ms. Meskanen stated that the goal of the Finnish development cooperation is to enhance economic development in Kosovo, especially through creating jobs. The employment services must take all Kosovars into account and additional efforts are needed to enhance young adults' and disadvantaged groups' entry to the labour market. Moreover, the employment services must be able to combinethe skills of the jobseekers and the needs of the employers.
