Suomi jatkaa ensi vuonna osallistumista Länsi-Balkanilla Kosovon KFOR-operaatioon ja Bosnia-Hertsegovinan EUFOR/Althea-operaatioon, sekä Afganistanissa ISAF-operaatioon. Lisäksi kehitetään EU-taisteluosastoihin tarkoitettuja joukkoja.
Next year, Finland will continue its participation in the Kosovo KFOR operation in the Western Balkans, the EUFOR/Althea operation in Bosnia and Herzegovina and the ISAF operation in Afghanistan. Furthermore, Finland will train troops for EU battle groups. Finland will also continue its participation in five UN operations.

In a meeting of the General Affairs and External Relations Council (GAERC), in Brussels on 23 and 24 July, the EU Member States will open the Intergovernmental Conference. The Council meeting will also focus on issues concerning the Middle East and Kosovo. Foreign Minister Ilkka Kanerva, Minister of European Affairs Astrid Thors and Minister for Foreign Trade and Development Paavo Väyrynen will represent Finland at the GAERC meeting.

The General Affairs and External Relations Council of the EU will convene in Brussels on Monday, 7 November 2005. The main topics for the meeting are the EU Financial Perspectives and the situation in Kosovo. Finland's representatives at the meeting will be Mr Erkki Tuomioja, Minister for Foreign Affairs, and Ms Mari Kiviniemi, Minister of European Affairs.

The UN Security Council is currently negotiating on the possibility of issuing a new Resolution to resolve the status issue. Finland supports the status proposal. The intention is to bring the UN Interim Administration Mission in Kosovo (UNMIK) to a conclusion with the new Resolution which is to be issued later this spring. The coordination of international support will be supervised by an international civilian office. The main focus of the EU’s activities will be on civil crisis management and provision of support for Kosovo’s economy. The EU is preparing for a civil crisis operation which will monitor areas related to the rule of law, the police and administration. The aim of the Nato-led military presence is to ensure security in Kosovo in cooperation with local actors.

The Council will discuss the situation in Kosovo in the light of the status proposal put forward by the UN Special Envoy, Martti Ahtisaari, on 2 February. Special Envoy Ahtisaari will attend the Council meeting. The proposal will be taken to the UN Security Council which is to issue a new Resolution on the issue. Before that, it is to be discussed among the parties to the proposal.

The GAER Council will discuss the process relating to the status of Kosovo. The UN Security Council is currently discussing the proposal of Special Envoy Martti Ahtisaari for a solution on Kosovo’s status. Finland supports Ahtisaari’s proposal and hopes that the solution will be agreed on in the UN Security Council without delay. Another topic for discussion will be EU-Serbia relations and particularly the negotiations on Serbia’s Stabilisation and Association Agreement, restarted by the Commission on June 13th. The continuation of the discussions became possible when the Hague International Criminal Tribunal for the former Yugoslavia, ICTY, gave a favourable assessment of Serbia’s cooperation with the ICTY. The condition for concluding the negotiations is still full cooperation with the Tribunal. Finland welcomes the continuation of the negotiations.

Kosovo and Serbia are also on the Council’s agenda. The UN Special Envoy, Martti Ahtisaari, will attend the meeting and give a presentation on progress achieved in the negotiations on the status of Kosovo. The situation in Serbia will be considered in the light of the extra-parliamentary and presidential elections in that country. Elections are to be held because of the new constitution but Serbia has not yet set a date for the election. The Council is set to give the European Commission a mandate to negotiate flexible visa regimes and readmission agreements between the EU and Western Balkan countries. Negotiations concerning the amended and extended Central European Free Trade Agreement (CEFTA) are to be concluded at the Council meeting.

The Council will also discuss EU's future role in Kosovo. The discussion will be based on a report on the situation prepared jointly by Commissioner Olli Rehn and High Representative Javier Solana. The process of deciding on the future position of the self-governing territory of Kosovo was initiated on 27 May when the United Nations Secretary-General Kofi Annan appointed Ambassador Kai Eide to carry out a comprehensive review of the current situation in Kosovo and the preconditions for initiating the status discussion. The situation will be reviewed in the light of Eide's report in September. The process may be launched if the evaluation is favourable.

EU supports the transfer of UNMIK's responsibilities from the UN to Kosovo's own authorities, as well as local ownership and lightening the international presence in the area.

Olli Rehn, Member of the European Commission, will present the Commission's communication on the Western Balkans to the Council. The communication was published on 27 January. The communication examines development in the Western Balkans since June 2003 and practical measures to draw the region closer to Europe. The Council will discuss, for example, a regional free trade agreement for the Western Balkans, flexibility in visa requirements and possibilities to improve student and research exchange. The Council will devote particular attention to the situation in Kosovo.

On Friday, 8 June, the President of the Republic and the Cabinet Committee on Foreign and Security Policy discussed Finland’s nomination for the UN Security Council, participation of the Finnish Defence Forces in international exercises in 2008, development of crisis management transport, promotion of the Nordic defence policy co-operation, and demobilisation of the reinforced engineer company in the UNIFIL operations of the United Nations. They also received a progress report on the situation in Serbia and Kosovo.

In external issues, the Council will discuss the situation in the Western Balkans. The Foreign Ministers will attempt to accelerate reforms in Bosnia-Herzegovina, which are a prerequisite for concluding an Association and Stabilisation Agreement (ASA) with the EU. The talks are scheduled for completion during 2006. The political actors in Bosnia-Herzegovina must agree on the issues of constitutional reform that remain open. While the Association and Stabilisation Agreement does not depend on the reform, in practice it will be necessary for development of Bosnia-Herzegovina’s relations with the EU. With respect to Serbia and Montenegro, the emphasis remains on full cooperation with the ICTY (International Criminal Tribunal for the Former Yugoslavia) in the territory of the former Yugoslavia. Serbia has been unsuccessful in its attempts to form a new government after the parliamentary elections in January. According to the Serbian constitution, a new government must take office before 15 May. In the context of external relations, the ministers will also discuss cooperation in the Black Sea region, the Middle East Peace Process, Iran, Iraq, the strengthening of relations between the EU and the Arab League, Sudan and Somalia.
