Este informe, además de proponer medidas concretas para mejorar la implicación europea en la reforma de los cuerpos policiales en Turquía o Palestina, lanza ideas más amplias sobre cómo introducir esta cuestión en el marco del Proceso de Barcelona, la Política Europea de Vecindad y la PESD.

In addition to proposing specific measures for improving Europe's involvement in the reform of the police forces of Turkey and the Palestine Territories, the report also proposes wider-ranging ideas, such as how to introduce this issue into the frameworks of the Barcelona Process, the European Neighbourhood Process and the ESPD. The authors point out that with respect to the first of the three frameworks, multilateral cooperation programmes must be strengthened (these being understood to be trust-fostering measures), adding that the issue of police reform should be introduced into the framework of bilateral political dialogue, for example, in the sub-commissions for human rights. Regarding the European Neighbourhood Policy, the report proposes that the framework’s action plans should pay greater attention to the matter of police reform, and that EU incentives (among others) should be strengthened by offering neighbouring countries twinning programmes in the area of policing. Finally, with respect to the ESPD, the authors highlight the need to maintain credibility among the local population, and that the issues of mobilisation, disarmament and reintegration should become intrinsic elements in future missions involving police reform.

Aquest informe, a més de proposar mesures concretes per millorar la implicació europea en la reforma dels cossos de la policia a Turquia o Palestina, llança idees més àmplies sobre com introduir aquesta qüestió en el marc del Procés de Barcelona, la Política Europea de Veïnatge i la PESD. Els autors assenyalen que, pel que fa al primer marc, s’han d’enfortir els programes de cooperació multilateral, entesos com una mesura de confiança, i que en el marc del diàleg polític bilateral, per exemple en els subcomitès de drets humans, s’ha d’introduir la qüestió de la reforma policial. Pel que fa a la Política Europea de Veïnatge, l’informe proposa que es doni més cobertura a la qüestió de la reforma policial en els plans d’acció i que es reforcin els incentius de la UE, entre d’altres, oferint als països veïns programes de twinning en matèria de policia. Finalment, pel que fa a la PESD, els autors subratllen la necessitat de mantenir la credibilitat entre la població local o que les qüestions de desmobilització, desarmament i reintegració siguin un element intrínsec de futures missions de reforma policial.
