Thursday, October 4th, 2012, Tirana – As of today a new grant of 3.3 million USD will be provided to the Albanian government by the Swiss Cooperation and UNICEF, in order to support reforms in social care services. UNICEF hosted a news conference at its premises today to announce to the media and public this new initiative. Keynote speakers at the news conference were UNICEF’s Director, Mr. Detlef Palm, Swiss Cooperation’s Country Director, Mr. Holger Tausch, and Deputy Minister of Labour, Kastriot Sulka.

Decentralization together with regional development will remain a key challenge which needs to address support to increased and balanced socio-economic development. The regions of Shkoda and Lezha, inhabited by approximately 575'000 people, are one of the poorest areas in the country. There is a high rate of unemployment and very poor infrastructure. However, both Shkodra and Lezha have a number of assets that could allow further socio-economic development.

In order to assist in solving this problem, Switzerland has created the Summer School in Public Health Policy, Economics and Management for health professionals from South Eastern Europe including Albania. In 2009 over 350 health workers participated and received new expertise, methodologies and tools. The Summer School is created in cooperation with the University of Lugano and the Swiss Tropical and Public Health Institute, and is in line with the priorities of the Swiss Cooperation regarding transitional countries from Western Balkans and Eastern Europe.

Albania had prepared an Action Plan in 2008 which is based on the World Bank (WB) Report of 2006 on the Observance of Standards and Codes on Accounting and Auditing (A&A ROSC) in Albania. This Action Plan, was developed by the National Steering Committee (NSC), comprised of public and private stakeholders, sets out a clear program of reforms to enhance Albania’s legal framework, institutions, accounting and auditing profession as well as its accounting and auditing and business culture, to achieve high quality financial reporting. Sound Corporate Financial Reporting (CFR) is a cornerstone of a well functioning market economy and the bedrock of a robust financial system.

Even though ‘gender’ was not an explicit transversal theme in the SDC-Country Strategy for Albania (2002-2005), it has been reflected as a learning issue in the programs of the Swiss Cooperation Office since 2003. As a first step, COOF Tirana elaborated a concept paper and then, based on this, commissioned a sector assessment and a project analysis from the "Gender Alliance for Development Center (GADC)" in Tirana. These documents were presented in a workshop organised for SDC partners in Albania in order to sensitise them to SDC’s gender policy goals, and to come to a common understanding and definition of the gender concept in Albania.

Over 90% of the electricity produced in Albania is generated in the five large hydropower plants (HPPs) located on the Drin and Mat River Cascades. In the recent years, huge investments with the support of a good number of donors, including Switzerland, have been made to rehabilitate these HPPs in the framework of the Drin River Cascade Rehabilitation Project (DRCRP). While the hydropower production is thus secured, investments in the safety of the seven dams have been totally neglected since their construction.
