VoD makes some sense as a delivery method, since access programming is frequently produced by groups who have a message to get across, and it is likely to appeal most to narrow niche audiences. Since all the members of the potential audience may not be available at a given time in the schedule, they may miss the broadcast on the linear community channel. Making the program available at all times through VoD can therefore maximize its audience – if the target audience is equipped with digital boxes and is knowledgeable about the use of VoD. If not, VoD could only be useful as an addition to, not a replacement of, the linear analog community channel.
