Ukrepi in reforme, torej pogoji, ki jim morajo države zadostiti v zameno za denarno pomoč, so zapisani v Memorandumu o soglasju (MoS), nekakšni pogodbi. Njihovo uresničevanje Trojka nadzira prek ocenjevalnih misij, v okviru katerih obišče države, s katerimi ima sklenjen MoS.

Deze maatregelen en hervormingen, de voorwaarden waaraan landen moeten voldoen om geld te kunnen blijven ontvangen, zijn vastgelegd in een soort contract, genaamd een Memorandum of Understanding (MoU). De Trojka organiseert controlemissies, waarbij het de landen waar een MoU mee is afgesloten bezoekt; als daarbij geconcludeerd wordt dat een land niet genoeg heeft gedaan in ruil voor het geld, kan zij besluiten de betaling van de volgende tranche op te schorten. De Trojka heeft dus een zeer sterke invloed op het nationale economische en financiële beleid van de landen die onder haar bewind vallen.
