Indonesia is one of the top mega biodiversity countries. Its forests and seas, among the richest in the world, provide jobs and income to millions of Indonesians. The country's environment is under severe pressure however from human activities. The exploitation of natural resources remains an essential part of the country's economy but various sectors such as forestry are in dire situation as resources are depleted. The country faces many other environmental challenges such as air pollution or access to water. Already essential to Indonesia's long term development, the place of the natural environment is now getting even more crucial in the context of climate change. Indonesia is both a large emitter of green house gas emissions and a particularly vulnerable country to climate change impact such as sea level rise or disruption to agriculture and food security for example.

The EU has three (and when Iceland joins, four) Arctic Council states amongst its members. The EU is also a major destination for resources and goods from the Arctic region. The package aims for the EU to reduce greenhouse gas (GHG) emissions by at least 20% and to increase to 20% the share of renewable energy in the energy consumption by 2020. EU is also committed to increase the emission reduction to 30% by 2020 if a new global climate change agreement is reached. The RED also addresses the issue of renewable energy in the transport sector through bio-fuels, for which it establishes a binding target of 10% share for 2020. The proposal provides for sustainability criteria designed to promote the use of sustainably produced bio-fuels. Three environmental concerns addressed in the directive are: 1) GHG emissions, 2) biodiversity, and 3) carbon stock loss. The criteria have been designed in such a way as to maximise their environmental effectiveness while at the same time minimise trade distortions.

In line with the above, the European Commission (EC) has for many years cooperated with Indonesia in the environment sector. Forestry and natural resources in particular have been key areas of the EC's cooperation since the 1990s. The recent Mid-Term Review of the 2007-2013 country Strategy Paper emphasises the importance of environment, and in particular climate change, as part of the EC bilateral cooperation with the Government of Indonesia. Civil society is also a key partner of the EC's environment cooperation in Indonesia and several projects are supported accordingly under the Environment and Natural Resources Thematic Programme.

With the realisation that making development policy in isolation will not bring sufficient results, the EU seeks to build synergies between policies other than development cooperation that have a strong impact on developing countries. This approach of Policy Coherence for Development is being supported by both the EC and EU national governments. The European Union (EU) Renewable Energy Directive (RED) was issued in April 2009. Indonesia is one of the top mega biodiversity countries. Its forests and seas, among the richest in the world, provide jobs and income to millions of Indonesians. The country's environment is under severe pressure however from human activities. The exploitation of natural resources remains an essential part of the country's economy but various sectors such as forestry are in dire situation as resources are depleted. The country faces many other environmental challenges such as air pollution or access to water. Already essential to Indonesia's long term development, the place of the natural environment is now getting even more crucial in the context of climate change. Indonesia is both a large emitter of green house gas emissions and a particularly vulnerable country to climate change impact such as sea level rise or disruption to agriculture and food security for example.
