Under FIS, departments and agencies are expected to be able to produce full accrual-based financial statements. However, under the current government model, agencies and departments are not required to record certain significant liabilities and costs. By omitting these, departmental financial statements will provide incomplete information on the organization’s financial position. The Auditor General believes that the Government should implement and finalize accounting policies and practices that allow departments and agencies to record and report all relevant information in order to produce complete and reliable accrual-based financial statements. This prompts the Committee to make the following recommendations:

We find that quite unacceptable. It seems to us if there are going to be cost savings due to the phenomenon of the big-box stores, it has to come from real savings; it has to come from real economies. It can't be done simply by expropriating part of the royalties the writers are entitled to. We've been discussing this with our members and with publishers, and we intend to continue discussing this with the Association of Canadian Publishers and with the Canadian Book Publishers Council. But clearly, whatever happens to the cost structure of Canadian publishing, it seems to us completely unacceptable that authors should be expected to subsidize the discounting that goes on in the big-box retailer.

Under current legislation and practice, the large established parties not only receive the lion's share of allocations for paid advertising, but they also benefit most from available free broadcast time, both during and between elections. The allocation of a paltry three minutes of free broadcast time for the smaller parties, in both official languages, is completely farcical. Because the Canadian people are effectively deprived of a chance to hear and consider the positions and platforms of all political parties, their charter right to cast informed ballots is essentially impinged. The current provisions are not adequate, and tend to promote and perpetuate the status quo.

Personne ne se rend compte qu'une chose aussi simple que de ne pas pouvoir transporter soi-même son maïs soufflé peut être un véritable problème, tout comme le fait de ne pas pouvoir aller aux toilettes.

One point a lot of people don't appreciate is that 60% of people with physical disabilities are unemployed. This is something we're trying to fix, as organizations. In the meantime, they can't be disenfranchised by not being able to go and enjoy a movie. Nobody realizes that something as simple as not being able to carry your own popcorn can be a real issue, and not being able to go to the washroom. The card is making that possible.

The late Honourable Pierre Trudeau gave to all new Canadian citizens the same rights and privileges as if they were born Canadians. He was also responsible for the patriation of the Constitution, the basis of which is the Charter of Rights and Freedoms. This law, by depriving its citizens of their rights under the charter, fails justice. It's a perfect example of how the politicians have blatantly dismissed the courts of the land, which are the repositories of law and social justice. Ladies and gentlemen, this is a path of regression that will lead a fine democratic nation like ours to being a totalitarian state. By enacting draconian laws that circumvent the Charter of Rights and Freedoms, which is the basis of our democratic and civil society, we have set a precedent that will come back to haunt us all and change for the worse this democratic society our founding fathers fought so hard to establish. It would appear that this bill is telling every new Canadian that their citizenship is not worth the paper it is written on. It will polarize this democratic society and will cause fractures that will be near impossible to mend.
