In 2016, our Human Resources Branch at the Canada Border Services Agency embarked on an exciting and ambitious transformation to make service delivery and the way we work together more strategic, cohesive and nimble. The one|hr Guiding Principles include making our people our number one focus, working as one, no matter where we are, doing things right the first time, and going from need to know to need to share basis. More frequent town halls, brown-bag lunches, wellness activities, and streamlining our governance structure have contributed to greater consultation, more openness and collaboration. Our Agency is becoming the government-wide leader in the use of results- and risk-based HR approaches. We are shifting our focus from process to outcomes. This approach and all our other human resources (HR) priorities have been included in the one|plan, new integrated business plan, which was distributed to all HR employees earlier this year. These priorities support our day-to-day work and reflect the conversations we have had with our employees over the past year and the valuable advice they have provided.

We acknowledge the initiative taken by some of the IBBS units in producing guides for their clients on staffing documentation requirements. However, due to the independence of the various units, these guides are not shared with the other units. This lack of communication among the units leads to inefficiencies in terms of duplication of work. Moreover, we found that some of the IBBS guides that we looked at contained outdated and incorrect staffing information. This poses a risk that managers could be misinformed about the documentation they need to prepare for a staffing action.

In 2009, the Public Service Commission (PSC) carried out an audit of HR staffing for the period of January 1, 2006 through March 31, 2009. The audit objective was to ensure that the CBSA had appropriate frameworks, systems and practices for managing its appointment activities. The audit included six recommendations (see Appendix A) and a requirement for a follow-up audit to assess the Agency's compliance with the legislation and policies governing the making of appointments. In response to the PSC's audit report, the CBSA developed a Management Action Plan to address that report's recommendations.

In 2009, the PSC carried out an audit of CBSA HR staffing covering the period from January 1, 2006 through March 31, 2009. The audit resulted in six recommendations made to the Agency. The 2009 PSC audit had originally also included a component to assess the extent to which the Agency's appointments and appointment processes were in compliance with the PSEA and governing authorities. However, due to deficiencies identified as part of an internal file review undertaken by the HRB, the Commission decided to eliminate the compliance portion of its audit, and to do a separate follow-up audit of compliance later on.
