The UNWOMEN Humanitarian Assistance Programme will contribute to filling critical gender gaps in the ongoing humanitarian response in South Sudan. The programme will also provide technical and capacity building support to the Ministry of Humanitarian Affairs and Disaster Management and other international and national humanitarian actors, to ensure that gender equality and women’s empowerment needs and rights are adequately and sustainably integrated into all future humanitarian response and recovery strategic plans.
The Government of South Sudan, represented by the Ministry of Humanitarian Affairs and Disaster Management officially launched the UNWOMEN Humanitarian Assistance Programme on Friday December 4, 2015 at Landmark Hotel in Juba. The Government of Japan provided US$ 3.5 million to UNWOMEN as funding to the programme which aims to build resilience of over 6,000 women and girls affected by conflict.

In response, the chairlady from Gangura group expressed appreciation to UN Women, the Government of Germany and the Government of South Sudan for the support, “We have been very weak economically and emotionally but this training and material support has empowered us. We will work together to ensure the groups are functional in order to improve our lives so that you will be motivated to expand the support to more women and girls. We encourage you not to forget us but continue to visit and monitor our progress”.
Among were also 60 business women from Gangura who went through a training on community managed micro finance, popularly known as VSLA. During the training, the two groups which comprised of 30 members each, elected their leader, developed their constitutions and were also able to mobilize a total savings of 5,150 SSP at their first meeting. UN Women provided a revolving fund of 60,000 SSP to the two groups, each receiving 30,000 SSP and VSLA kits. This helped to accelerate the lending and saving activities.

The programme was launched by the Professor Lokulenge Lole, the Chairperson of the South Sudan Relief and Rehabilitation Commission who also represented the Minister for Humanitarian Affairs and Disaster Management.
In his key note statement, His Excellency, Kiya Masahiko, the Japanese Ambassador to South Sudan emphasized the Government of Japan’s commitment to continue supporting gender equality and women’s empowerment. The Ambassador also revealed the contribution of the Japanese Government to the UN General Assembly in 2013 to a tune of 3 billion USD within three years to address the issues of gender inequality and women empowerment.

Sue Lautze, Deputy Humanitarian Coordinator, speaking on behalf of the Humanitarian Coordinator, reiterated the suffering of women and girls and the risky coping mechanisms such as transactional sex which further exposed them to sexual and gender-based violence. She encouraged stakeholders to remove the phrase “Building Resilience among Women and Girls affected by Conflict in South Sudan” written at the back of their t-shirts and imprint it on their hearts”.
In his welcome statement, Mr. Lansana Wonneh, the UNWOMEN Deputy Country Representative intimated that the programme will complement the work of other humanitarian actors in South Sudan particularly the hard hit and most vulnerable population of women, girls and children affected by conflict.

Despite hardship and displacement, the women I met with are keen to rebuild their country, and to focus on self-improvement and opportunities to generate income in the future. South Sudan has one of the most progressive constitutions in the world in which the rights of women are guaranteed.
I spoke to women who had left their homes and belongings behind and are struggling to care for their children. They told me about their suffering, the violence they had endured, the children and husbands they had lost or been separated from. They told me about the lack of food, water and medication and the lack of safe spaces for them and their children to receive some form of education. They told me about disease and death. And they told me about their yearning for peace for South Sudan.

A former Member of Sudan’s Parliament from 2005-2010, Minister in the Office of the President in 2010 and Deputy Minister of Gender for South Sudan from 2011-2013, Dr. Joseph says she felt heard and was encouraged to see great political will to find solutions.
“The time has come for us to no longer follow, but to be at the centre, especially on issues of peace and security,” said Ruth Ojiambo Ochieng, Executive Director of the feminist advocacy organization Isis-Women's International Cross-Cultural Exchange.

She says that although gender equality is very important, it cannot be achieved when there is conflict. Within Eastern and Central Africa alone, she points out that several countries are in conflict, namely: Burundi, Central African Republic, Democratic Republic of Congo, Somalia and South Sudan.
“Now more than ever, when the African Union has declared 2016 as the ‘Year of Human Rights’, with a focus on the rights of women, we need action-oriented results that put women at the centre of all solutions,” says Dr. Joseph.

The Executive Director visited the Protection of Civilian Site (POCS) where internally displaced persons are living under the protection of the United Nations Mission in South Sudan (UNMISS), where she interacted with women who are receiving support from UN Women through economic empowerment programmes.
“I am encouraged by the resilience of the women of South Sudan and their determination to push for peace through their engagement in the peace talks; their advocacy using the comprehensive Agenda for Peace which outlines their concerns and their continued determination to promote social cohesion in their communities,” she said in a press statement.

“The Gender Pre-Summit was a great opportunity for members of the network to meet with the Minister who promised to have the network more involved in peace discussions in South Sudan,” she said. “Women need to claim their space to influence peace, not just through numbers, but through strategic vision for maximum impact.”

Ms. Mlambo-Ngcuka also met with the Special Representative of the UN Secretary-General (SRGS) and Head of UNMISS, Ellen Margarethe Loej, the Deputy SRSG Moustapha Soumaré, as well as with the donor community in South Sudan, to discuss how to best support the country and how to promote gender equality and women’s empowerment within humanitarian and development contexts.
Many of the women expressed thanks for such programmes, which include computer training, soap-making, and embroidery and beading techniques. “These are skills that will help us in earning some money,” one woman said, through an interpreter. “We thank you for visiting us here and we are all calling for peace so that we can go back to our homes.”

The Chief Executive Officer of SPEDP, Mike Hakim expressed thanks and appreciation to the Government of Japan, UN Women and the Government of South Sudan through the Pageri County Commissioner for the support to the women and girls in Pageri County.
During the event, the UN Women Deputy Country Representative, Mr. Lansana Wonneh used the opportunity to thank the Government of Japan for the support which has contributed to building the resilience of IDPs and host community members affected by conflict whilst at the same time mitigating the incidence and prevalence of Gender-Based Violence in the targeted areas. He congratulated the Support to Peace Education and Development Programme (SPEDP) for the job well done and expressed UN Women’s willingness to work with the organization in the near future.

During a two-day solidarity mission to South Sudan from 7-8 July, UN Women Executive Director Phumzile Mlambo-Ngcuka called for the inclusion of women at all levels in the South Sudanese peace process. This newest UN Member State – which gained independence on 9 July 2011 – has been fraught by deadly clashes that have displaced more than 500,000 people since December 2013.

She urged all parties involved to ensure women’s participation in the peace negotiations in accordance with the South Sudan National Action Plan for United Nations Security Council resolution 1325.

Ms. Mlambo-Ngcuka underlined that while humanitarian response is important, especially during this conflict in South Sudan, it is also important not to lose sight of development issues by strengthening services at the local level to build community resilience.
The women also exhibited some of the products that they have made with the skills they have learned. Since one of these skills is computing, the Executive Director awarded laptops to the top two students in the course, both of them girls.

On his part, the Pageri County Commissioner, Emilio Igga Alimas indicated that the persistent conflicts in South Sudan has affected the social fabric of the County. He urged donors, including the Government of Japan, to continue to support the people of Pageri County in their efforts to promote peace and build self-reliance since the government does not have the capacity to provide jobs for all the people in South Sudan.
In his remarks, the Japanese Ambassador to South Sudan, H.E. Masahiko expressed his satisfaction with the results achieved by the programme since it commenced and thanked UN Women and the implementing partners for the noteworthy achievements. H.E. Masahiko committed, on behalf of the Government of Japan, the amount of US$1 million for the continuation and expansion of programme activities. He averred that supporting livelihood interventions provide hope for the future to those targeted individuals their communities and the nation as a whole. He lamented that “Japan was destroyed by war and had no people but the few people who remained had one goal, that is, to rebuild the nation”. He urged graduates to use their skills to contribute to rebuilding South Sudan.

The Ambassador of Japan commended UN Women for the work it is doing in South Sudan to ensure that women are empowered. He reiterated Japan’s continued support to the programme as well as in other areas.
These modern machines and equipment will promote the year-round production of high-valued vegetables, reduce the workload of women and girls, and improve women’s access to resources and assets, including food and incomes, while enhancing their resilience and decision-making roles at the household and community levels.

The Ambassador of Japan to South Sudan, H.E. Kiya Masahiko and the UN Women Director of Programmes, Ms Maria Noel Vaeza donated five multi-purpose grinding mills worth US$40,000, four units of one acre drip irrigation kits worth US$ 30,000 and four greenhouse kits worth US$22,000.
Following a successful pilot in 2014, UN Women in South Sudan has scaled up the provision of humanitarian assistance to reach 6,000 vulnerable women and girls and 1500 men and boys in displaced settlements in Nimule, Eastern Equatorial State, Mingkaman in Lakes State and Juba in Central Equatoria State.

She called for increased efforts to end early marriages, noting that contradictions between constitutional and customary laws need to be addressed so that the latter are not used to undermine women’s rights and gender equality. She also encouraged more investment in education for all, and especially for adolescent girls, saying: “Children in South Sudan need to be empowered through literacy for the future of the country.”

I gave birth to three children in captivity and the worst thing that happened to me during my 11 years in the LRA was when one of my children went missing in the cross-fire in February 2004. I have searched for my daughter in both Uganda and South Sudan but have been unable to find her and I am unaware of her fate.
Evelyn Amony was abducted by the Ugandan rebel group known as the Lord’s Resistance Army (LRA) when she was only 12 years old. For nearly three decades, this rebel group has committed a range of atrocities including the abduction of children, rape, killing, maiming and sexual slavery. Today Evelyn is Chair of the Women’s Advocacy Network, comprised of over 400 formerly abducted and war-affected women, many of whom are speaking out and effectively advocating for gender justice in Uganda. The joint programme will be rolled out gradually in 20 nations where the education gender gap is most critical, starting with Mali, Nepal, Niger, Pakistan, South Sudan and the United Republic of Tanzania.
“We know increasing the education of adolescent girls and young women carries impact across generations,” said Irina Bokova during the launch event. “We know education is the best cure against transmission of HIV/AIDS from mother to child. We know it is the best way to avert child marriage. We know if all women completed primary education, we could reduce by 70 per cent the number of women dying in childbirth in sub-Saharan Africa – saving over 100,000 lives every year. Some 6.1 million children under 5 die in poor countries every year – we know we could cut this by half if all women had secondary education.”
