In his key note statement, His Excellency, Kiya Masahiko, the Japanese Ambassador to South Sudan emphasized the Government of Japan’s commitment to continue supporting gender equality and women’s empowerment.
The UNWOMEN Humanitarian Assistance Programme will contribute to filling critical gender gaps in the ongoing humanitarian response in South Sudan. The programme will also provide technical and capacity building support to the Ministry of Humanitarian Affairs and Disaster Management and other international and national humanitarian actors, to ensure that gender equality and women’s empowerment needs and rights are adequately and sustainably integrated into all future humanitarian response and recovery strategic plans.

The Government of South Sudan, represented by the Ministry of Humanitarian Affairs and Disaster Management officially launched the UNWOMEN Humanitarian Assistance Programme on Friday December 4, 2015 at Landmark Hotel in Juba. The Government of Japan provided US$ 3.5 million to UNWOMEN as funding to the programme which aims to build resilience of over 6,000 women and girls affected by conflict.

Sue Lautze, Deputy Humanitarian Coordinator, speaking on behalf of the Humanitarian Coordinator, reiterated the suffering of women and girls and the risky coping mechanisms such as transactional sex which further exposed them to sexual and gender-based violence. She encouraged stakeholders to remove the phrase “Building Resilience among Women and Girls affected by Conflict in South Sudan” written at the back of their t-shirts and imprint it on their hearts”.
In his welcome statement, Mr. Lansana Wonneh, the UNWOMEN Deputy Country Representative intimated that the programme will complement the work of other humanitarian actors in South Sudan particularly the hard hit and most vulnerable population of women, girls and children affected by conflict.

UN Women's office in Sudan has been supporting the participation of women in the Darfur peace process. They have also worked with media to advance women's inclusion as peace negotiators and to promote peaceful co-existence.

The programme was launched by the Professor Lokulenge Lole, the Chairperson of the South Sudan Relief and Rehabilitation Commission who also represented the Minister for Humanitarian Affairs and Disaster Management.
In his key note statement, His Excellency, Kiya Masahiko, the Japanese Ambassador to South Sudan emphasized the Government of Japan’s commitment to continue supporting gender equality and women’s empowerment. The Ambassador also revealed the contribution of the Japanese Government to the UN General Assembly in 2013 to a tune of 3 billion USD within three years to address the issues of gender inequality and women empowerment.

In response, the chairlady from Gangura group expressed appreciation to UN Women, the Government of Germany and the Government of South Sudan for the support, “We have been very weak economically and emotionally but this training and material support has empowered us. We will work together to ensure the groups are functional in order to improve our lives so that you will be motivated to expand the support to more women and girls. We encourage you not to forget us but continue to visit and monitor our progress”.
Among were also 60 business women from Gangura who went through a training on community managed micro finance, popularly known as VSLA. During the training, the two groups which comprised of 30 members each, elected their leader, developed their constitutions and were also able to mobilize a total savings of 5,150 SSP at their first meeting. UN Women provided a revolving fund of 60,000 SSP to the two groups, each receiving 30,000 SSP and VSLA kits. This helped to accelerate the lending and saving activities.

Despite hardship and displacement, the women I met with are keen to rebuild their country, and to focus on self-improvement and opportunities to generate income in the future. South Sudan has one of the most progressive constitutions in the world in which the rights of women are guaranteed.
I spoke to women who had left their homes and belongings behind and are struggling to care for their children. They told me about their suffering, the violence they had endured, the children and husbands they had lost or been separated from. They told me about the lack of food, water and medication and the lack of safe spaces for them and their children to receive some form of education. They told me about disease and death. And they told me about their yearning for peace for South Sudan.

She urged all parties involved to ensure women’s participation in the peace negotiations in accordance with the South Sudan National Action Plan for United Nations Security Council resolution 1325.

The Executive Director visited the Protection of Civilian Site (POCS) where internally displaced persons are living under the protection of the United Nations Mission in South Sudan (UNMISS), where she interacted with women who are receiving support from UN Women through economic empowerment programmes.
“I am encouraged by the resilience of the women of South Sudan and their determination to push for peace through their engagement in the peace talks; their advocacy using the comprehensive Agenda for Peace which outlines their concerns and their continued determination to promote social cohesion in their communities,” she said in a press statement.
