Children are the experts of their lives. They now best what support should be developed and delivered to them and their families. Till now many professionals in Moldova are reluctant to listen to young people in care and don't see the need for it.  The more we start to build a movement for the children in care, the better in terms of reaching policy makers and pushing on for innovative policy and practice.

Centrul de plasament este renovat, echipat şi pe deplin operaţional. Circa 90% din specialiştii instituţiei rezidenţiale au fost angajaţi în instituţia reorganizată, astfel proiectul a reuşit să aplice potenţialul deplin al specialiştilor fostei şcoli-internat.
As a result of the implementation of the project the profile and status of the residential school changed from an educational institution to an institution delivering social services. The placement centre is refurbished, equipped and fully operational. About 90% of the specialists from the residential unit were employed within the centre thus, making use of all the potential of the specialists from the Residential institution.

This framework is valid to all children, and it does not base on vulnerability or high risk, but is rather applied in all services/by all specialists/practitioners/staff/volunteers in contact with the children. The approach is also valid to the specialists working with adults – whether parents or care-givers, and for the entire adult community. The practice model proposed for the implementation in the Republic of Moldova was developed based on the principles of the UN Convention on the rights of children, and encourages all professionals in contact with the child to make sure that the child is placed in the centre of decision-making, is involved in the decision-making, and making sure that the child’s vision is sought and listened to.

În Orhei şi Chişinău au fost organizate focus grupuri şi interviuri cu copiii cu disabilităţi, familiile lor, asistenţii parentali profesionişti, şi specialiştii în domeniul asistenţei sociale, pentru a afla opiniile şi percepţiile lor despre noul serviciu propus şi despre asistenţă parentală profesionistă în general.
In the first 8 months of project implementation, the project team, in collaboration with International Foster Care Organisation, carried out a survey into models of short break foster care in use in European countries, including countries of Central and Eastern Europe, assessing as well the support needs of the children with disabilities and of their parents in both pilot regions From Moldova. In Orhei and Chisinau there were organised focus groups and interviews with children with disabilities, their families, foster carers and professionals to find out their views and perceptions toward the new proposed service and foster care service in general. The concept of the new service was developed on the bases of the assessment’s results, in close cooperation with local authorities. The training of the specialists involved in the service development is under way. Beginning with March 2012 the recruitment process of short-break carers will start with launching of an awareness campaign, including posters, video and audio clips, and informational meetings.
