The controller considered these to provide a reasonable control that could serve to cross check for their conclusions during a CRA review. She concluded that these three founders were all or substantially all directly engaged in SR&ED, and therefore 100% of the effort of three of the founders should be included in the SR&ED claim.

Overall, more than four in ten Canadians recalled seeing one or more tax relief ads presented through the various media channels. Print ads achieved the highest level of awareness (26%), radio ads had a recall rate of 23%, while awareness of the Internet ads was lower at 6 percent. Awareness of print ads was higher among older Canadians (especially those 55 years of age and over). In contrast, among younger Canadians (under 55 years of age), radio ads generated the highest level of awareness. Regardless of the media type, the Government of Canada was most likely to be perceived as the producer of the ads.

While to a degree some participants saw a connection between business life cycle and likelihood of UE activity, participants also made it very clear that personal character and motivation is an overriding factor:  a person who is honest and wants to run a legitimate business will try to do this at all stages of the business, and a person willing to cheat the government will do this at all stages of the business.

Next, the same classes at the Control Group colleges as well as the same classes at the Treatment Group colleges were administered a post-test survey which closely matched the pre-test. For the Treatment Group survey, the post-test questionnaire included questions asking students if they had visited the Tradelinks.ca Web site, and if they had earlier viewed the in-class DVD (i.e., the question sought to ascertain the incidence of students being exposed to one, the other, or both of these educational stimuli). Finally, a small number of evaluative questions concerning the DVD and the Web site also were included on the post-test Treatment Group survey instrument. In most instances, the pre-test and post-test surveying waves for Treatment and Control Groups were separated by approximately one week.
