There are now tens of millions, perhaps a hundred million users of a variant of the GNU system. Most of them don't know that it's a variant of the GNU system because they think it's Linux. Linux is actually one component of the system they use. A component that does an essential job and that was developed in 1991, and liberated by its developer in 1992. The GNU system plus Linux, which is the program we call the kernel, made a complete free operating system in 1992. With the GNU plus Linux combination it became possible for the first time to use a PC compatible computer in freedom.

Le but de la normalisation est justement d'être consistante et de supprimer les idiosyncrasies, pas de les perpétuer. En visant à les préserver, la meilleure chose que l'on puisse atteindre est une bonne documentation des incompatibilités. Lorsqu'il est devenu clair que le but du DIS-29500 était la documentation des idiosyncrasies, le processus aurait dû être arrêté. Le fait qu'il ait pu continuer indique un manque de structures internes au processus par voie express pour prévenir les abus du système de normalisation internationale.

Se si intende mantenere le idiosincrasie, il miglior risultato raggiungibile è una buona documentazione delle incompatibilità. Quando divenne evidente che il principale obiettivo del DIS-29500 era la documentazione delle idiosincrasie, il processo si sarebbe dovuto fermare. Questo rivela, nelle procedure di approvazione rapida, una mancanza di strutture interne in grado di impedire l'abuso del sistema internazionale di standardizzazione.
