Mae S4C wedi cadarnhau i fudiad Dyfodol i’r Iaith nad yw cael is-deitlau agored yn rhan o’u bwriad wrth ddatblygu’r sianel.
S4C has given the organisation Dyfodol i’r Iaith confirmation that open subtitles are not an intention in the future development of the channel.

“Cymru, hyd y gwn i, yw’r unig wlad yn y byd sydd am weld y rhan fwyaf o’i myfyrwyr yn astudio y tu allan i’w gwlad eu hunain am eu gradd gyntaf.”
“Wales, as far as I know, is the only country in the world which wants to see most of its students study in another country for their first degree.”

S4C CONFIRMS THAT DEFAULT SUBTITLES ARE NOT THEIR INTENTION FOR THE FUTURE

Croesawn y bwriad i ddiwygio’r safonau, ond yn y cyfamser, rhaid sicrhau nad yw’r newid yn tanseilio gweithrediad y drefn ar ei ffurf bresennol
We welcome the intention to revise the Welsh language standards, but in the meantime, care should be taken that this change in no way undermines the functioning of present arrangements.

“Nid yn awr yw’r amser i ochneidio am unrhyw golledion.  Mae’n rhaid camu ymlaen yn hyderus, a rhoi cynlluniau cadarnhaol ar waith, er mwyn i’r Gymraeg gael dyfodol disglair ledled y wlad.”
“Now is not the time to shed tears over any losses. We must move forward with confidence and put positive plans into action so that the Welsh language has bright future across the country.”

Medd Dyfodol, “Mae hi’n hynod siomedig nad yw’r Consortia Addysg Rhanbarthol yng Nghymru yn gweld bod angen i arweinwyr Dysgu Ychwanegol fod yn siarad y Gymraeg.
Dyfodol stated, “It is extremely disappointing that the Regional Education Consortia in Wales cannot see the need for Additional Learning Needs Leaders to be able to speak Welsh.

“Yr hyn sydd ei angen yn y lle cyntaf yw ateb y galw am addysg Gymraeg, ac mae angen dyblu nifer yr ysgolion Cymraeg i ddod yn agos at wneud hynny.”
“What is required in the first place is a response to the need for Welsh education , and the number of Welsh schools has to be doubled if we are to come close to achieveing this.”

Yr un mor bwysig yw datblygu arbenigedd cynllunio ieithyddol o fewn y Llywodraeth a’r Comisiwn newydd, a datblygu strwythurau cydlynol a grymus i yrru’r agenda at y dyfodol.
Just as importantly, expertise in language planning needs to be developed within the Welsh Government and the new Commission, if effective and coordinated structures are to be established to drive forward the agenda.

Mae gennym i gyd gyfle i hybu’r Gymraeg. Un o amcanion Dyfodol i’r Iaith yw bod yn gefn i bobl, a’u hannog i arddel a defnyddio’r Gymraeg yn hyderus o ddydd i ddydd.
We all have an opportunity to promote the Welsh language. One of the objectives of Dyfodol i’r Iaith is to support people, to encourage them to espouse the Welsh language and to use it with confidence every day.

Er bod cynnydd wedi’i wneud o ran statws y Gymraeg ar hyd y blynyddoedd, yr angen mawr yw cryfhau’r Gymraeg yn y cartref, yn y gymuned ac mewn addysg. Y tri maes yma yw’r conglfeini ar gyfer sicrhau twf yn niferoedd siaradwyr ac yn y defnydd o’r Gymraeg yn y dyfodol.
Although progress has been made in raising the status of the Welsh language over the years, there remains a pressing need to strengthen the language in the home, community and within education. These three areas form the cornerstones for ensuring growth in the number of speakers, and in the use of the language for the future.

“Sianel cyfrwng Cymraeg yw S4C, a sianel sy’n bodoli er lles yr iaith. Credwn fod y methiant o safbwynt cyflenwi is-deitlau digonol yn y Gymraeg yn amddifadu’r siaradwyr rheiny sy’n Fyddar neu’n drwm eu clyw o’r gwasanaeth darlledu ddylai fod ar gael yn hygyrch iddynt yn eu hiaith eu hunain.”
“S4C is a Welsh-medium channel, and a channel which exists for the good of the language. We believe that the lack of Welsh-language subtitling deprives those Welsh-speaking people who are Deaf or hearing-impaired of a broadcasting service which should be accessible and available to them in their own language.”

Ychwanegodd Mr Gruffudd, “Yn ddiweddar mae Rhwydwaith Seren wedi targedu disgyblion galluog ein hysgolion i’w cael i astudio yn Grŵp Russell y prifysgolion, nad yw ond un ohonyn nhw – Caerdydd – yng Nghymru. Mae hyn yn sarhad ar brifysgolion eraill Cymru, ac yn rhwym o arwain at ostyngiad yn nifer y myfyrwyr sy’n astudio trwy’r Gymraeg.”
Mr Gruffudd added, “Recently the Seren Network has been targeted talented pupils in an attempt to get them to study in the Russell Group of Universities, of which only Cardiff is in Wales.  This is an insult to other Welsh Universities, and the Policy will lead to a decrease in the number of students studying through the medium of Welsh.”

Cydnabyddir eisoes bod perthynas yn bodoli rhwng ffyniant y Gymraeg yn ei hamryfal gymunedau a’r gyfundrefn cynllunio tai a thir. A chyda’r Llywodraeth wedi gosod targed i greu miliwn o siaradwyr Cymraeg erbyn 2050, yr her yw sicrhau bod y drefn cynllunio’n cefnogi’n hytrach na rhwystro’r uchelgais hon.
The link between the planning system and ensuring the viability of the Welsh language in its various communities has long been acknowledged. In the context of the Government’s aim to create a million Welsh speakers by 2050, the current challenge is to ensure that the planning system supports, rather than hinders this ambition.

Meddai Heini Gruffudd, Cadeirydd Dyfodol i’r Iaith, “Fe wnaethon ni gyflwyno tystiolaeth i’r BBC yn galw am ddwy sianel – Radio Pawb a Radio Pop.  Y nod yw cael un sianel draddodiadol, ac un sianel i bobl ifanc.”
Heini Gruffudd, Chair of Dyfodol i’r Iaith said, “We presented evidence to the BBC calling for two Welsh Radio Channels – Radio Pawb and Radio Pop.  The aim is to have one traditional channel and one channel for younger listeners.”

Meddai Heini Gruffudd, Cadeirydd Dyfodol i’r Iaith, “Mae angen i’r Gweinidog Addysg ddweud yn glir beth yw ei farn am Strategaeth Addysg Gymraeg ei Lywodraeth ei hun.  Mae’r Strategaeth yn nodi targedau penodol ynglŷn â thwf addysg Gymraeg, ond nid yw’r Gweinidog fel pe bai’n poeni am hyn.”
Heini Gruffudd,  Dyfodol i’r Iaith’s Chair said  “The Education Minister needs to state clearly his position on his own Government’s Welsh Education Strategy. This Strategy notes specific targets for the growth of Welsh language education, but the Minister doesn’t seem to be concerned by this.”

Pwysleisiodd y Prif Weithredwr mai ymgyrch i godi ymwybyddiaeth o is-deitlau oedd nod yr wythnos o is-deitlau agored a gafwyd ddechrau mis Mawrth. Nid arbrawf oedd hyn ar gyfer y dyfodol, a’r bwriad yw parhau i gynnig is-deitlau dewisol.
The Chief Executive emphasised that the week of open subtitles at the beginning of March was intended as a campaign to raise awareness of subtitles. This was not an experiment for the future, and the intention is to continue to offer optional subtitles. The situation remains the same with open subtitles for some late-night repeats.

Mae’r Llywodraeth wedi bod yn derbyn Cynlluniau gwan gan Awdurdodau Lleol, sy’n golygu nad yw rhai siroedd wedi symud un cam ers deng mlynedd. Medd y Gwerthusiad, “gwelwyd diffyg blaengynllunio strategol ar gyfer cefnogi twf mewn addysg cyfrwng Cymraeg ymysg nifer o awdurdodau lleol a darparwyr”.
The Government has been receiving weak Schemes from Local Authorities, which has led to some counties not moving one step forward in ten years. The Evaluation states that there has been a lack of strategic planning to support the growth in Welsh-medium education amongst many local authorities and providers.

Testun llawenydd i Dyfodol yw bod gwleidyddion o bob plaid ac o bob rhan o Gymru wedi cefnogi’r gwelliant hwn. Mae’n dangos bod cefnogaeth eang ar draws Cymru gyfan i’r angen i gynnal y Gymraeg fel iaith gymunedol.
Dyfodol is delighted that politicians of all parties across Wales have supported this amendment. It is indicative of the wide support across Wales for the need to support Welsh as a living community language. The Minister and all the politicians are to be congratulated on their enlightened response to the lobbying.

Mae hyn yn groes i ddatganiadau cyson S4C yr wythnos hon mai ymgyrch 5 niwrnod yn unig yw’r isdeitlau Saesneg sydd ar y sgrin yr wythnos hon, ac nad oes unrhyw fwriad gan y sianel i gyflwyno isdeitlau Saesneg gorfodol yn y dyfodol.
This goes against repeated statements made by S4C that this week’s English subtitles campaign was to last for 5 days only, and that the channel had no intention of imposing English subtitles in the future.

“Yr hyn sy’n anodd ar hyn o bryd yw bodloni pob math o gynulleidfa yr un pryd.  Yn y Saesneg mae modd dewis o blith nifer fawr o sianeli, a bydd yn wych i wrandawyr Cymraeg gael siawns i ddewis y sianel sy’n apelio fwya iddyn nhw.”
“The difficulty is satisfying all kinds of audiences at the same time.  In English there is a wide choice of channels, and it would be great for Welsh listeners to have a chance to choose the channel that appeals most to them.”

Yr angen yn y mannau llai Cymraeg yw rhoi cyfleoedd i siaradwyr newydd ddefnyddio’r Gymraeg. Medd y mudiad bod rhaid i awdurdodau lleol ddarparu cyfleusterau hamdden a chwaraeon yn y Gymraeg i bobl ifanc.
In these areas that traditionally have had fewer Welsh speakers there is a need for more opportunities for new speakers to use the Welsh language.  The organisation says that local authorities must provide leisure and sports facilities in Welsh for young people. The increase in the number of speakers also proves that we need to see Welsh Centres established to be a focus for Welsh activities, to teach the language and for Welsh entertainment. This will create new Welsh communities.

“Pryder arall yw’r defnydd cynyddol o Saesneg mewn cyfresi drama, megis Pobol Y Cwm. Mae gan raglenni o’r math rôl bwysig i’w chwarae mewn normaleiddio’r Gymraeg, a rhannu’r neges gadarnhaol fod y Gymraeg yn iaith gymunedol, a bod ei dysgu a’i siarad yn sgil sy’n agored i bawb.”
“We are also concerned about the use of English in drama series, such as Pobol Y Cwm. These programmes have an important role to play in normalising the Welsh language , and in sharing the positive message that Welsh is a community language, and skill that can be learnt and used by all.”

Mae Gwion Lewis yn Fargyfreithiwr gyda Landmark Chambers yn Llundain; ei arbenigedd yw cyfraith cynllunio, ac yn unol a’i gefndir a’i ddiddordebau, mae’n ddihafal gymwys i drafod y maes hwn yng nghyd-destun Cymru a’r Gymraeg.
Gwion Lewis is a Barrister with Landmark Chambers in London, who specialises in planning law, and in accordance with his own background and interests, is uniquely placed to discuss his expertise within the context of Wales and the Welsh language. The meeting will be held at 11.45 am, Wednesday August 8 at Pabell y Cymdeithasau.

“Mae’r Bil hwn yn cynnig cyfle i warchod y Gymraeg yn yr un modd a rhoddir gwarchodaeth eisoes i ystyriaethau megis cadwraeth a’r amgylchedd; ein blaenoriaeth bellach yw pwyso ar ein gwleidyddion i wireddu hyn ”
“This Bill provides an opportunity to provide the same protection for the Welsh language as that already given to considerations such as the environment and conservation; our priority now is to persuade our politicians to verify this.”

“Hyd yma, y brif ffordd o wneud hyn (sef cyraedd cynulleidfa ddi-Gymraeg) oedd trwy ddarparu is-deitlau dewisol – hynny yw, is-deitlau Saesneg y mae’n rhaid i’r gwyliwr ei hun eu dewis trwy wasgu botwm.
“Until now, the main way of doing this (reaching a non-Welsh-speaking audience) was by providing optional subtitles – i.e. English subtitles the viewers themselves must select by pressing a button. We still believe that forcing Welsh speakers to watch every programme with on screen English subtitles would disrupt their viewing experience.
